ADB Consultation Mission Works with Dong Thap on Two Key Transport Projects
(DTO) On the morning of July 14, the Dong Thap Provincial Transport Construction Investment Project Management Board received and worked with a consultation mission from the Asian Development Bank (ADB) regarding two major projects: Phase 1 of the Coastal Road Project passing through Tien Giang (now Dong Thap) Province and connecting with Long An (now Tay Ninh) and Ben Tre (now Vinh Long) provinces; and the Road Transport Infrastructure Project in the South of the Tien River.

Representatives from the provincial Departments of Construction and Finance, along with the Provincial Land Fund Development Center, also attended the session.
The Coastal Road Project passing through the province and the Southern Tien River Road Infrastructure Project are two vital ODA-funded projects aimed at connecting the provincial coastal corridor and the western area of the province with other localities in the Mekong Delta, as well as Ho Chi Minh City.
Once implemented, these projects will enable the province to expand its development space, create land funds for production and business investment, and boost resource management efficiency. Furthermore, they will attract investment into Dong Thap’s industrial zones, urban areas, tourism, and aquaculture, while strengthening national defense and security. Additionally, the projects will support population resettlement and help mitigate damage from natural disasters, climate change, and sea-level rise.
Specifically, the Coastal Road Project section in the province spans approximately 23 km. It starts at the intersection with Provincial Road 871B (Gia Thuan Commune) and terminates at the bridge crossing the Tien River (Tan Phu Dong Commune).
The project requires a total investment of over VND 7,095 billion, funded by an ADB loan and local counterpart funds. Of this, the ADB loan accounts for around VND 4,136 billion, while local counterpart funding contributes approximately VND 2,958 billion. Construction is scheduled to commence in the first quarter of 2027.
Meanwhile, the Southern Tien River Road Infrastructure Project has a total investment of over VND 5,147 billion, including about VND 3,063 billion in ADB loans and VND 2,083 billion in local counterpart funds. The 45-km project features three branch routes and passes through Sa Dec, Tan Duong, Tan Khanh Trung, Hoa Long, My An Hung, Lap Vo, Lai Vung, and Phong Hoa communes and wards.

The ADB consultation mission’s working program runs from July 13 to 17. For the Coastal Road Project, the mission will discuss project processing progress and conduct a detailed review of the feasibility study, including economic analysis. They will also appraise environmental and social safeguards, review ADB’s feedback, and address procurement issues under ADB procurement guidelines, including priority scoring criteria. Additional topics include the feasibility of utilizing green (eco-friendly) materials and other climate change adaptation measures.
For the Southern Tien River Road Infrastructure Project, the consultation focuses on project processing progress and gathering the necessary data to draft the project outline.
As scheduled, the ADB mission is expected to meet with the Dong Thap Provincial People's Committee on July 17 to wrap up findings and present subsequent deployment plans.
