Dong Thap Breaks Ground on Technical Infrastructure for Thanh Tan Industrial Cluster

(DTO) On September 25, Dai Ngan Son Production, Trading and Services Co., Ltd. broke ground on the Thanh Tan Industrial Cluster Technical Infrastructure Construction Project in Tan Phuoc 2 Commune, Dong Thap Province. The 50-hectare project commands a total investment of more than VND 871.6 billion and is scheduled for completion and commissioning in 2028.

The ceremony was attended by Mr. Nguyen Thanh Dieu, member of the Provincial Party Committee and Vice Chairman of the Dong Thap Provincial People’s Committee; representatives of the Tan Phuoc 2 Commune People’s Committee, relevant departments, and agencies, alongside contractors, consultants, and prospective investors.

The project is located in Thanh Tan Hamlet, Tan Phuoc 2 Commune, Dong Thap Province.

The Thanh Tan Industrial Cluster covers a total area of 50 hectares and has an operating term of 50 years pursuant to the decision approving its investment policy. The project’s total investment value exceeds VND 871.664 billion. The land-use breakdown includes 32.18 hectares for factories and warehouses, 8.72 hectares for green spaces, 5.32 hectares for transportation, 2.17 hectares for administrative and service facilities, and 1.61 hectares for technical zones.

Major infrastructure components include land leveling, internal roads, stormwater drainage, a water supply plant with a daily capacity of 1,320 cubic meters, power supply, lighting, telecommunications, fire safety systems, a solid waste treatment area, and administrative-service structures.
The project will also include a centralized wastewater treatment plant with a capacity of 811 cubic meters per day. Treated wastewater will comply with Grade A of the National Technical Regulation QCVN 40 before being discharged into receiving bodies. 

The industrial cluster enjoys direct connectivity via Provincial Road 867. Several investors in chemicals, fertilizers, plastic products, and mechanical engineering have already registered their interest in the project.

Construction began on September 25, 2026, with completion and commissioning scheduled for 2028. This development is expected to drive local economic restructuring by increasing the share of industry and services, creating localized jobs, and adding value to agricultural products through advanced food processing and preservation industries.

Mr. Tran Van Quang, Director of Dai Ngan Son Production, Trading and Services Co., Ltd., said the company would prioritize essential infrastructure components, including main roads, stormwater drainage, wastewater collection, power and water supply, firefighting and prevention facilities, and the centralized wastewater treatment plant. "Land leveling will be carried out progressively by zone to align with the specific needs of secondary investors, thereby fast-tracking construction and accelerating factory commissioning," Mr. Quang added.

The Thanh Tan Industrial Cluster is zoned to attract industries involved in food processing and preservation; mechanical engineering; electrical, electronics, and supporting industries; plastic products; organic and bio-fertilizers; chemicals and pharmaceuticals; as well as support services for industrial and handicraft production in line with statutory regulations.

Speaking at the ceremony, Vice Chairman Nguyen Thanh Dieu said the provincial administration had proactively implemented the socio-economic development master plan through 2030, with a vision to 2045 and beyond. The plan places a high premium on developing transport, electricity, and water infrastructure, alongside facilities serving the Tan Phuoc industrial zone.

According to Vice Chairman Nguyen Thanh Dieu, the Thanh Tan Industrial Cluster is integral to this strategy, aiming to ready a clean land fund and infrastructure for Dai Ngan Son and secondary investors to establish highly efficient, long-term operations. "To date, several investors have conducted site surveys and are highly likely to sign deals soon as secondary tenants, making the full occupancy of the cluster highly viable," he noted.

Vice Chairman Nguyen Thanh Dieu urged relevant departments, agencies, and the Tan Phuoc 2 Commune People’s Committee to maintain close coordination to expedite the project. He also called on the developer to ensure safe, lawful, and high-quality construction that establishes a landmark aesthetic for the industrial cluster.

He stressed that local authorities must partner with the developer in vocational training and employment matching, ensuring project-affected residents can transition into the workforce to boost incomes and secure local livelihoods.

Regarding environmental protection, Mr. Tran Van Quang affirmed that control is enforced right from the project vetting stage. Secondary projects must strictly match the approved industry matrix and utilize modern, eco-friendly technologies while rejecting obsolete, high-pollution methods. Before commencing operations, enterprises must complete all required procedures concerning environmental protection, fire safety, and chemical safety. Wastewater must undergo pre-treatment before being connected to the common wastewater system.

All wastewater from the industrial cluster will be collected and treated at the centralized treatment plant to meet national technical standards before being discharged into the environment. The system will be subject to automated, continuous telemetry monitoring. Solid waste and hazardous waste will be classified and transferred to licensed waste management firms, supplemented by periodic environmental monitoring. The company will coordinate with competent authorities to rigorously oversee environmental compliance across the cluster.
