Dong Thap Chairman Pham Thanh Ngai Surveys Coastal Road Investment Project

(DTO) On the afternoon of March 26, Dong Thap Provincial People's Committee Chairman Pham Thanh Ngai and Vice Chairman Nguyen Thanh Dieu, along with relevant departments and agencies, conducted a survey on the coastal road investment project passing through Tan Phu Dong island (Tan Phu Dong Commune).

During the survey, the Dong Thap Provincial Transport Construction Investment Project Management Board reported on the implementation of Phase 1 of the Coastal Road Project. This segment passes through Dong Thap Province, connecting with Tay Ninh Province and Vinh Long Province.

Accordingly, the project has a length of approximately 23.6 km. The starting point connects with Provincial Road  871B (Gia Thuan Commune, Dong Thap), and the ending point connects to the bridge crossing the Tien River (Tan Phu Dong Commune).

Regarding the investment scale, approximately 23.6 km of new road will be constructed, divided into two phases. The route includes one large bridge and four medium-to-small bridges. Notably, the large bridge is the Ben Chua Bridge, measuring approximately 2.17 km in length and crossing the Tien River's maritime channel (Cua Tieu branch).

The total investment for the project exceeds 7.095 trillion VND. The project utilizes loan capital from the Asian Development Bank (ADB) and local counterpart funding.

During the survey, departments and agencies proposed increasing the capacity of the section from Ben Chua Bridge to Provincial Road 877B—connecting to the Cua Dai Bridge Project—from 2 lanes to 4 lanes. They also suggested promptly planning and deploying resettlement areas for the project and calculating the allocation of sand mines within the province to serve construction, pending approval from the Provincial Party Standing Committee.

After hearing reports and conducting the field survey, Chairman Pham Thanh Ngai agreed with the proposals from the departments. Regarding the construction of resettlement areas, further discussions will be held to determine the investment approach.

Following the survey, Chairman Pham Thanh Ngai held a working session with the People's Committees of Tan Phu Dong and Tan Thoi Communes. At the session, the local governments reported on natural characteristics, socio-economic development, transportation infrastructure, and the status of large-scale public land plots intended for investment attraction, as well as the domestic water supply situation.

Mr. Bui Thai Son, Secretary of the Party Committee and Chairman of the People's Council of Tan Phu Dong Commune, reports to provincial leaders on transportation development.

Local authorities also requested the province and relevant sectors to prioritize investment in transportation infrastructure, upgrade or install new domestic water pipelines, and support the prompt land recovery of a 352-hectare plot.

Concluding the meeting, Chairman Pham Thanh Ngai assessed that following the merger, the political system and apparatus of the two communes have operated smoothly and effectively, with positive socio-economic results and internal solidarity.

In the coming period, he urged local authorities to find new directions to help residents develop production, with an emphasis on applying science and technology. 

While healthcare and education infrastructure are currently guaranteed, the focus must shift to economic infrastructure. As the development orientation is already established, provincial departments should strive to support the localities. Regarding cultural development, he emphasized strict adherence to breakthrough resolutions and the close monitoring of the quality of communal health stations.

Finally, he reminded local authorities to consolidate the apparatus following the elections to enhance operational efficiency. Regarding infrastructure proposals, departments were instructed to guide the communes through investment procedures. The recovery of the 352-hectare land plot must be executed meticulously, combined with public communication and mobilization efforts.
