Dong Thap: Enhancing the Effectiveness of State Management in Judicial and Legal Affairs

(DTO) On the afternoon of January 8, the Dong Thap Department of Justice held a hybrid conference to implement justice-sector tasks and thematic programs for 2026.

Guided by the motto “Disciplined - Responsible - Streamlined - Effective,” the Department of Justice completed 100% of its assigned tasks, established timely support mechanisms for grassroots authorities, and continued to affirm its key advisory role in developing and improving the province’s institutional and legal framework. The department also completed the organizational restructuring following the merger of units, ensuring stable and seamless operations.

The development, review, and examination of legal normative documents were effectively carried out. Throughout the year, the department assisted the Provincial People’s Committee in conducting self-review of 213 decisions and reviewed 53 documents under its authority. Meanwhile, provincial departments reviewed 634 documents and promptly addressed 400 documents that were no longer appropriate.

Legal dissemination and education continued to be strengthened through various diverse formats. After the organizational merger, the department published 28,000 Law Day educational booklets and 4,000 leaflets guiding legal searches on the National Legal Portal and the AI Legal platform, while also working with Dong Thap Newspaper and Radio, Television to enhance legal communication.

The provincial justice sector also uniformly deployed application software provided by the Ministry of Justice, helping improve state management efficiency in the fields of notarization, asset auction, nationality, civil status, and statistical reporting.

During the conference, delegates discussed and assessed the achievements of 2025, and agreed on directions and key justice-sector tasks and thematic programs for 2026.

In his concluding remarks, Director of the Department of Justice Pham Cong Hung requested units and localities to innovate and strengthen state management in justice and legal affairs, tighten discipline, advance administrative reform, and prioritize tasks aligned with the province’s 2026 socio-economic development goals.

He emphasized the need to enhance professional training for commune- and ward-level justice officers. Civil status officers must hold the required certification in civil status administration. Localities should proactively provide guidance and resolve difficulties. Issues beyond their authority should be immediately referred to the Department of Justice’s specialized units for support.

He also called for investment in digital transformation within the justice sector, boosting information technology applications in legal dissemination and education, and promptly sharing and replicating effective and innovative practices suited to local conditions.

He further urged stronger coordination between the justice sector and political-social organizations in managing and solving problems, more rigorous inspections to swiftly detect and handle violations, and timely commendation of outstanding and innovative collectives and individuals.

Provincial departments and commune-level People’s Committees are required to assign legal officers who possess adequate competence and experience to carry out delegated and decentralized tasks.
