Dong Thap Focuses on Accelerating Public Investment Disbursement

(DTO) On the afternoon of July 15, the Party Committee of the Provincial People’s Committee and the People’s Committee of Dong Thap Province held a conference to review socio-economic performance in the first half of 2026 and outline key tasks for the remaining six months of the year. 

The conference was chaired by Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People’s Committee, and Chairman of the Dong Thap Provincial People’s Committee, together with Deputy Secretaries of the Party Committee and Vice Chairpersons of the Provincial People’s Committee. The event was connected online with all 102 communes and wards across the province.

According to the Party Committee of the Provincial People’s Committee, during the first six months of 2026, it closely followed the resolutions and conclusions of the Provincial Party Committee and its Standing Committee, focusing on translating Party policies into concrete actions and ensuring their effective implementation. A wide range of programs, plans and decisions were issued early in the year, providing a solid foundation for synchronized implementation across sectors and localities. 

The timely and coordinated issuance of these directives has helped turn the province’s major policies into practical tasks and solutions tailored to the conditions of each sector and field.

During the first half of the year, political and ideological education was carried out effectively by grassroots Party organizations in coordination with government agencies and public units. 

The study and dissemination of the Resolution of the 14th National Party Congress were conducted in a well-organized and flexible manner, combining in-person and online formats to reach all Party members and officials. Political and ideological education also continued to evolve with greater practicality and effectiveness, supported by wider use of digital technology. 

Following organizational restructuring, the Party Committee of the Provincial People’s Committee now oversees 44 grassroots Party organizations with a total of 7,868 Party members. Party membership management has been carried out in strict compliance with regulations.

The Standing Committee of the Provincial People’s Committee’s Party Committee has consistently directed the implementation and dissemination of Party regulations on inspection, supervision, Party discipline, and anti-corruption efforts through various appropriate approaches. Mass mobilization and the implementation of grassroots democracy regulations have also been carried out in a coordinated and effective manner. 

According to the Provincial People’s Committee, in the first six months of 2026, Dong Thap achieved many positive results in fulfilling its key targets and indicators. Several important indicators reached relatively high levels compared with the annual plan and showed growth over the same period last year, providing a solid basis for the province to continue striving to fulfill its socio-economic development goals for 2026. 

Gross Regional Domestic Product (GRDP) in the first half of 2026 increased by 7.14% year-on-year. Specifically, the agriculture, forestry and fisheries sector grew by 4.15%; the industry and construction sector increased by 9.52%; the services sector rose by 8.06%; and taxes on products, excluding product subsidies, increased by 7.61%.

State budget revenue in the province was estimated at 13.523 trillion VND, equivalent to 56.88% of the annual estimate and up 4.17% year-on-year. Export turnover reached 4.85 billion USD, fulfilling 48.5% of the annual plan and increasing by 9.25% year-on-year. The province recorded 1,837 newly established enterprises, equivalent to 61.2% of the annual target and up 40.4% year-on-year. Investment attraction reached 5.2865 trillion VND. 

The agricultural sector remained stable, with agricultural products generally meeting market demand. Industry continued to recover, with the industrial production index estimated to rise by 12.1%. 

The trade and service sectors also maintained strong growth. Total retail sales of goods and consumer service revenue reached 94.501 trillion VND, up 13.8% year-on-year. The province welcomed 4.7 million tourist arrivals, equivalent to 58.8% of the annual target and up 16% year-on-year. 

Policies supporting residents, workers, and beneficiaries of social welfare programs were implemented in a timely manner. The province created jobs for 24,770 workers, achieving 49.54% of the annual target, and sent 1,602 workers abroad for employment, reaching 66.8% of the annual plan. 

The proportion of trained workers reached 73%; the rate of people of working age participating in social insurance reached 30.4%; and the health insurance coverage rate reached 95.2%. 

Social welfare policies, care for people with meritorious services, social assistance, and public healthcare continued to receive close attention. Key targets in education, healthcare, and environmental protection were generally maintained on schedule.

At the conference, leaders of departments, sectors, and localities reported on the results of implementing tasks during the first months of the year. They also outlined orientations and solutions for carrying out key tasks in the coming period. 

In his concluding remarks, Deputy Secretary Pham Thanh Ngai requested that provincial departments, sectors, and localities continue researching and implementing the socio-economic development programs and plans that have been issued. 

He emphasized that in the coming period, provincial departments, sectors, and localities must pursue growth targets with determination and strong resolve. Tasks assigned in the Provincial People’s Committee’s programs and plans must be implemented seriously and effectively. Regarding the policy of transferring freshwater to the Go Cong area, he stressed that preparations must begin immediately, affirming the province’s determination to support industrial development in the region. 

He also directed departments, sectors, and relevant units to continue reviewing and comprehensively evaluating projects in the province, with a focus on removing difficulties and obstacles. Investors, departments, sectors, and localities were urged to concentrate efforts on accelerating public investment disbursement. 

In addition, Deputy Secretary Pham Thanh Ngai requested that the agricultural sector strengthen the management of unmanned aerial vehicles used in agricultural activities. Localities were also asked to enhance coordination with the tax sector in tax administration and debt collection, while continuing to promote administrative procedure reform.
