Dong Thap Proactively, Decisively Prepares to Break Ground on Six Inter-Level Boarding Schools

(DTO)- On the afternoon of March 4, a nationwide online conference was held in Hanoi to review preparations for the groundbreaking ceremony of 148 inter-level boarding schools in the remaining land border communes.

The meeting was chaired by Deputy Prime Minister Le Thanh Long. At the Dong Thap provincial site, Provincial Party Committee member and Vice Chairman of the Provincial People’s Committee Huynh Minh Tuan presided, with leaders of relevant departments and agencies in attendance.

According to the Ministry of Education and Training, 100 schools in 100 land border communes were launched in 2025. Localities are now accelerating construction, striving to complete the projects before the 2026–2027 academic year in line with directives from the Politburo, the Government and the Prime Minister.

Of these, 99 schools are funded by the central budget and one by socialised capital. In addition, six schools in Quang Ninh province were launched using local budget funds, while two schools in Dien Bien and Cao Bang provinces are financed through socialised sources (Si Pa Phin School in Dien Bien province and Phuc Hoa School in Cao Bang province). Thus far, 108 schools have broken ground in 2025 and are expected to be completed before the 2026–2027 academic year.

Addressing the conference, Deputy Prime Minister Le Thanh Long requested localities to ensure progress of projects already launched and under construction; closely monitor implementation, conduct regular reviews and promptly adjust plans when necessary. Relevant ministries and sectors were urged to strengthen coordination, while the Ministry of Education and Training was tasked with enhancing professional guidance and operational plans following project completion. Regarding groundbreaking ceremonies, localities were instructed to review and select suitable venues to organise simultaneous groundbreaking events on March 19.

In Dong Thap province, according to the Management Board of Construction Investment Projects Area 1, there are six border school projects under the national programme on investment in schools in land border communes.

In terms of investment preparation, localities are carrying out procedures to adjust planning in accordance with regulations. Boundary markers for site clearance have been handed over on site to facilitate compensation and land clearance. Consulting units are preparing feasibility study reports and have completed topographic and geological surveys to serve the design work.

Legally, the projects are being implemented in compliance with current regulations. All six projects meet conditions for groundbreaking under the special public investment mechanism and will apply a simultaneous design-and-build approach with streamlined procedures as stipulated by relevant laws.
