Dong Thap Ranks in Top 3 for Reform Achievements in 20 Years of PCI

(DTO) On the morning of May 15 in Hanoi, the Vietnam Chamber of Commerce and Industry (VCCI) held a ceremony to announce the Vietnam Private Economic Report and the Provincial Competitiveness Index (PCI) for 2025. At the event, Dong Thap Province was honored as one of the localities with outstanding reform achievements over 20 years of the PCI (2005-2025). 

Attending the event on behalf of Dong Thap Province were Huynh Minh Tuan, Vice Chairman of the Provincial People’s Committee, along with leaders from the Office of the People’s Committee and the Department of Finance. 

Dong Thap is one of the three provinces and cities with outstanding reform achievements in PCI 2005-2025. 

Speaking at the ceremony, VCCI Chairman Ho Sy Hung affirmed that the PCI has officially been upgraded to PCI 2.0 and, for the first time, introduced the Business Performance Index (BPI). This new methodology incorporates key drivers of sustainable growth such as digital transformation, innovation, green economy, and modern local governance. 

“We conducted empirical surveys with more than 3,500 domestic private enterprises, nearly 600 FDI enterprises, and over 1,000 household businesses across 34 provinces and cities. PCI 2.0 is now restructured into 9 component indices with 98 indicators,” emphasized VCCI Chairman Ho Sy Hung. 

PCI 2.0 has also officially become part of the annual Vietnam Private Economic Report, aligned with major Resolutions of the Politburo on private-sector development, scientific and technological advancement, legal reform, and international integration. 

By the end of 2025, Vietnam had over 1 million active enterprises, an increase of 6.6%, along with about 6.1 million household businesses. The private sector currently provides jobs for around 26 million workers. Notably, the number of newly established enterprises reached a record 297,500, an increase of more than 27%.

As part of the program, VCCI honored the provinces and cities with exemplary economic governance quality in 2025, including Bac Ninh, Da Nang, Hai Phong, Phu Tho and Quang Ninh. 

A key highlight of the event was the recognition of provinces and cities with outstanding reform achievements across the 2005-2025 PCI period. Dong Thap was one of the three localities honored. This achievement reflects the province’s breakthrough efforts in enhancing competitiveness, improving the investment environment, and promoting private-sector development in line with the Politburo’s Resolution No. 68-NQ/TW. 

Throughout more than 20 years, the PCI has become a benchmark for persistent administrative reform efforts aimed at creating a transparent and equitable investment environment. During this journey, Đồng Tháp has left a strong mark through its dynamism and innovation, consistently maintaining a top ranking nationwide.
