Dong Thap: State Budget Revenue in Q1 2026 Estimated at Around 7.527 Trillion VND
(DTO) In the first quarter of 2026, Dong Thap Province continued to record positive results in state budget revenue. To meet the annual target, the Tax Department is coordinating with relevant sectors and local authorities to accelerate solutions, especially for revenue streams performing below expectations.
According to Doan Huu Hieu, Deputy Head of the Dong Thap Provincial Tax Department, as of March 25, total budget revenue reached 6.824 trillion VND, equivalent to 29.4% of the annual estimate and 93.6% of the same period last year. However, by the end of the first quarter of 2026, total revenue is projected to reach about 7.527 trillion VND, or 32.4% of the annual target, and 103.2% of the same period in 2025.
Among the major contributors, the non-state enterprise sector posted strong performance, achieving 46% of its target with growth of around 32% in Q1. Local state-owned enterprises collected 196 billion VND, reaching 37.7% of the estimate, up 40% year-on-year. Central state-owned enterprises reached 318 billion VND, equivalent to 35.6% of the target, up 42%.
In contrast, foreign-invested enterprises (FDI) recorded much lower growth, only about 4% compared with last year. Notably, two major revenue sources not directly managed by the Tax Department, land lease fees and land-use fees from projects, saw very weak performance in the first quarter of this year. Land lease fees amounted to just 12 billion VND, only 3% of the annual target and 2.6% of last year’s level, despite a yearly estimate of 400 billion VND. Based on current monitoring, only about 170 billion VND is likely to be collectible this year. The remaining 230 billion VND depends on project progress.

Similarly, land-use fee revenue has yet to meet expectations. Out of an annual estimate of 2.4 trillion VND, the province has collected only about VND 390 billion, reaching 16.6% of the target and just 6.3% to 6.8% of the same period last year. Most of this amount comes from households converting land-use purposes, while the bulk of the expected revenue still hinges on project implementation.
Despite this, if other tax revenues maintain double-digit growth, the province’s budget can remain balanced. However, if land-use fee revenue falls short, it will be difficult to find equivalent sources to offset the deficit. Therefore, the Tax Department recommends that the provincial People’s Committee and relevant sectors accelerate project progress to generate land-related revenue.
Doan Huu Hieu also noted that lottery revenue is projected to exceed the annual target in 2026. Assigned a target of 4.635 trillion VND, the sector is expected to reach around 5 trillion VND thanks to increased ticket issuance and a near-100% consumption rate.
To achieve overall double-digit growth, the Provincial Tax Department has developed a revenue-boosting roadmap: 60% of the annual target must be reached by mid-year, 85% by the end of the third quarter, and the full-year goal must exceed 110%. Achieving this requires strong support from other sectors, particularly in driving land-use fee collection.
Regarding outstanding land-use fee debt, the province still has about 518 billion VND in arrears, accumulated from the previous deferred payment policy. Of this, the former Tien Giang area accounts for 289 billion VND, and the former Dong Thap area 229 billion VND. As the 5-year deferment period has expired, authorities can now only encourage residents to fulfill their financial obligations.
Under new regulations, debt settlement is calculated based on the price stated on the land-use certificate, making payment more favorable for residents. The Tax Department is working with local communes and wards to strengthen communication and persuade households who have already built houses to settle their debts. The department also proposes maintaining a steering committee to urge recovery of outstanding arrears.
