Dong Thap Strengthens Direction on Rice Production and Consumption Amid New Market Developments
(DTO) The Dong Thap Provincial People’s Committee has issued a directive calling on departments, sectors, and localities to implement coordinated measures to enhance the management of rice production and consumption in response to evolving market conditions.

In line with the Prime Minister’s Official Telegram No. 21/CD-TTg, the province requests relevant agencies and local authorities to closely monitor rice production and consumption across the locality.
The Department of Agriculture and Environment has been assigned to lead and work with related units to advise on production guidance, ensuring targets for cultivated area, yield, and output are met. It will also instruct farmers on proper techniques throughout the production, harvesting, and post-harvest stages to safeguard quality and food safety.
A key priority is promoting linked production models tied to value-chain consumption, aiming to boost efficiency and enhance the value of Dong Thap’s rice-based products.
The Department of Industry and Trade is tasked with tracking market trends, supply-demand shifts, and rice price fluctuations, providing timely updates to authorities and businesses for effective management.
It will also coordinate to support enterprises in expanding purchasing, processing, and consumption, especially during peak harvest periods, to prevent situations where mature rice goes unsold.
The department will also intensify market management efforts, working with specialized agencies to inspect and supervise rice trading activities of businesses and traders, promptly addressing price manipulation, profiteering, or unfair competition. Trade promotion, market linkage, and expansion of outlets for provincial rice-based products will be strengthened.
The Department of Finance will work with relevant units to advise the Provincial People’s Committee on allocating funds in line with regulations to implement support policies for rice production and consumption across the province.
The State Bank of Vietnam’s Regional Branch 13 will direct local credit institutions to facilitate access to credit for enterprises, cooperatives, and traders involved in rice procurement, temporary storage, processing, and consumption in line with regulations.
Commune- and ward-level People’s Committees must closely follow production and harvesting progress, assist farmers in connecting with buyers, and create favorable conditions for enterprises and traders involved in rice procurement and transport. They are also responsible for coordinating inspection and supervision of rice purchasing activities.
