Dong Thap Strengthens Responsibility in Protecting and Sustainably Developing Aquatic Resources

(DTO) The People’s Committee of Dong Thap Province has issued Plan No. 397/KH-UBND to implement the Directive of the Standing Committee of the Provincial Party Committee on strengthening leadership and direction in preventing destructive exploitation of aquatic resources in the province.

The plan aims to enhance the roles and responsibilities of all levels, sectors, and local authorities in the management, protection, and sustainable development of aquatic resources. At the same time, it seeks to decisively prevent and ultimately eliminate the use of electric shock, explosives, banned chemicals, and other destructive fishing methods, thereby contributing to environmental protection, ecological restoration, and long-term livelihood security for local communities.

Accordingly, communication and legal education are identified as key tasks. Regulations on the protection of aquatic resources will be widely disseminated to officials, civil servants, public employees, and the public, especially those directly involved in fishing and aquaculture.

Communication activities will be diversified, ranging from conferences and local broadcasting to newspapers, social media, billboards, and posters, all aimed at improving awareness and legal compliance.

In parallel, the province will strengthen state management in the field of exploitation and protection of aquatic resources, review and closely monitor high-risk areas, and guide residents in shifting to environmentally friendly occupations and fishing practices. Support policies for livelihood transition, regulations on prohibited fishing gear, and no-fishing zones will also be implemented synchronously.

Notably, patrols, inspections, and law enforcement will be reinforced with coordination from relevant agencies. Violations involving the production, trading, possession, transportation, or use of electric shock devices, explosives, and banned chemicals will be strictly handled in accordance with the law. Enforcement results will be made public to enhance deterrence and prevention.

The plan also emphasizes the role of the Fatherland Front and socio-political organizations in mobilizing communities to protect aquatic resources and proactively report violations. Commune-level authorities are assigned direct responsibility for implementation. Local leaders will be held accountable if violations persist or become complicated.

The implementation of this plan demonstrates Dong Thap Province’s strong commitment to protecting natural resources, restoring ecosystems, and developing the fisheries sector sustainably, contributing to stabilizing livelihoods and promoting local socio-economic development.
