Dong Thap to Finalize Hung Vuong Square as an Open Space

(DTO) On the morning of September 15, Dong Thap Provincial People’s Committee Vice Chairman Nguyen Thanh Dieu held a working session with relevant departments and agencies regarding local adjustments to the 1:500 detailed construction planning of Hung Vuong Square. 

The meeting also addressed design-brief approach methods and architectural design competition plans for the square, the artistic musical fountain project, and the master plan for a centralized wastewater treatment facility and a parking area combined with a green park at the Centralized Administrative Area (Zone G1).

At the working session, leaders of the Dong Thap Department of Construction reported on the master plan for the centralized wastewater treatment facility and the parking area combined with a green park in Zone G1. According to calculations, the estimated total investment for these components is about VND 4.1 billion. 

After hearing the report, Vice Chairman Nguyen Thanh Dieu agreed in principle with the G1 plan, directing that the centralized wastewater treatment facility be located in the western part of the site. The consulting unit was asked to urgently finalize the plan and detailed designs for the components, with the investment funded by recurrent expenditure.

Regarding the musical fountain system at the square, the consulting unit proposed reusing the water storage tank of the former system and implementing eight water display styles. After hearing the presentation and opinions from relevant departments and agencies, Vice Chairman Nguyen Thanh Dieu asked the consulting unit to incorporate the feedback and perfect the design. The investment process must guarantee absolute electrical safety and strict compliance with equipment standards. The project management board was requested to complete the project proposal documents for prompt approval of the investment policy by provincial authorities. The Department of Construction and the Department of Finance were tasked with calculating the funding sources for the investment.

Vice Chairman Nguyen Thanh Dieu issued a strict deadline, demanding that the project be fully completed before the 15th day of the 12th month of the 2026 lunar year to serve the Lunar New Year (Tet) festivities; otherwise, the project will be terminated.

Regarding the plan to make local adjustments to the 1:500 detailed construction planning for Hung Vuong Square, Vice Chairman Nguyen Thanh Dieu asked the Department of Construction to coordinate with the Office of the Provincial People’s Committee and relevant agencies and units to continue completing the architectural documents, ensuring that all state management procedures are fully covered, and to organize the architectural competition in strict accordance with regulations.

The Department of Finance was assigned to coordinate with relevant units in preparing a plan to implement the project investment policy and identify funding sources—initially from the State budget, while also studying the mobilization of other lawful sources of funding.

The design must ensure overall coherence and harmony among architectural structures, green spaces and functional areas, with emphasis on creating an open space serving residents both day and night. Solutions should be studied to organize the space in a manner suited to local climatic conditions, provide sufficient shade and improve the park’s usability during the daytime. Cultural, artistic, recreational and entertainment activities should also be incorporated to maximize the effectiveness of the public space.
