Dong Thap Urgently Updates Industrial Development Plans
(DTO) On the morning of October 27, Vice Chairman of the Dong Thap Provincial People’s Committee Nguyen Thanh Dieu chaired a meeting to hear reports on investment policies for industrial clusters and plans to expand industrial parks and clusters across the province.

At the meeting, the Department of Industry and Trade reported on the industrial clusters whose dossiers are being finalized for submission to the provincial People’s Committee, including: the Tan Dong Industrial Cluster, the expansion of the Gia Thuan 1 Industrial Cluster, and the Gia Thuan 3 Industrial Cluster. Investors have also expressed interest in the Long Binh and Phuoc Trung industrial clusters.
Accordingly, the Tan Dong Industrial Cluster covers 47.62 hectares in Tan Phuoc 2 and Tan Phuoc 3 hamlets, Tan Dong Commune, with an estimated total investment exceeding VND 1.013 trillion. The expansion of the Gia Thuan 1 Industrial Cluster will cover 25 hectares in Gia Thuan Commune, with an estimated investment of over VND 341 billion. The Gia Thuan 3 Industrial Cluster will cover 70 hectares in the same commune, with an estimated investment of more than VND 980 billion.
Speaking at the meeting, Vice Chairman Nguyen Thanh Dieu highly evaluated the preparations made by departments, agencies, and local authorities for industrial park and cluster development in recent years. Several investors have now expressed interest in participating in industrial cluster development.
Of the five projects involving new industrial clusters or expansions planned for 2026, three investors are broadly proceeding with the next steps, while the other two have demonstrated firm commitment and are finalizing dossiers for submission to the competent authorities for consideration. The Department of Industry and Trade was directed to coordinate with relevant agencies to help investors complete the necessary dossiers and procedures for provincial consideration and approval. Legal requirements must be strictly observed to enable prompt project deployment and contribute to the province’s economic growth.
Vice Chairman Nguyen Thanh Dieu assigned the Department of Industry and Trade to lead a review, in coordination with the Economic Zone Management Board, relevant departments, and local authorities, to assess, supplement, and adjust industrial park and cluster development plans. The plans must align with the province’s socio-economic development strategy through 2030, with a vision to 2050 and beyond.
The review and revisions must be completed within October 2026 for timely submission to the competent authorities in accordance with proper procedures. The plans are expected to be submitted to the provincial People’s Council for approval at its session scheduled for early December 2026.

Through the end of October 2026, the Economic Zone Management Board, in coordination with the Department of Industry and Trade and other relevant agencies, will continue conducting a comprehensive review of overall industrial park and cluster development performance for 2026. It will also assess the feasibility of implementation in early 2027 and throughout that year.
Regarding investment promotion, Vice Chairman Nguyen Thanh Dieu called for the urgent formulation of an investment attraction list. The Department of Finance was tasked to lead cooperation with local authorities to fully supplement capital-attraction profiles concerning industrial parks, industrial clusters, and high-potential projects projected for deployment between now and 2030.
Additionally, authorities must review and select suitable industries for each industrial cluster, prioritizing sectors that offer higher added value, greater technological content, and stronger production value. Priority should be given to industries capable of effectively utilizing local raw materials, generating jobs, and making practical contributions to local socio-economic development.
During the investor selection process, specific commitments regarding financial capacity, organizational execution capability, and project implementation schedules must be required, ensuring that industrial clusters receive substantive investment and deliver optimal efficiency.
