Phase 2 of Cai Be District Fruit Park Project Expected to Be Implemented from 2029 to 2032

(DTO) – Phase 1 of the Cai Be District  Fruit Park Construction Investment Project in Cai Be Commune, Dong Thap Province, has been completed. According to a Resolution of the Dong Thap Provincial People's Council, preparations for Phase 2 investment began in 2026, with implementation expected during the 2029–2032 period.

PHASE 1 COMPLETED

In 2016, the former Tien Giang Provincial People's Committee (now part of Dong Thap Province) issued Decision No. 3225/QD-UBND dated October 31, 2016, approving the Cai Be Fruit Park Project with a total investment of nearly VND 104 billion.

The project components include an administration building, a nursery, parking areas, roads, a transformer station and power supply system, public restrooms, main and auxiliary gates, a fruit-themed monument, an artistic lighting system, and supporting technical infrastructure (including ground leveling, water supply and drainage systems, a wastewater treatment plant, sidewalks, and pedestrian pathways).

During implementation, on December 5, 2021, the former Tien Giang Provincial People's Committee issued Official Dispatch No. 7379/UBND-KT approving the policy to continue the land leveling component of the Cai Be Fruit Park Project. Upon completion of the land leveling works, the project would be concluded. At the same time, the former Cai Be District People's Committee was assigned to evaluate the remaining components of the original project, study the addition of a Vietnam Fruit Museum, and formulate a new project aligned with current conditions and future development orientations.

Following the direction of the People's Committee of the former Tien Giang Province, after the land leveling works were completed, the People's Committee of the former Cai Be District accepted, handed over, and put the project into operation on January 26, 2024, thereby concluding the project. 

Parallel to the former Cai Be District Fruit Park Project, in 2016, the former Tien Giang Provincial People's Committee also approved the Tourism Infrastructure Development Project for Cai Be District, with a total investment exceeding VND 150 billion. One of its key components was the protective embankment for the Xeo May Waterfront Tourism Area, stretching 750 meters and costing VND 60 billion.

The project, with the Cai Be District People's Committee serving as the investor, was scheduled for implementation over four years from 2017 to 2020. However, construction was temporarily suspended in 2017 following instructions from the former Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) to review and re-evaluate the environmental impact assessment, particularly flood discharge capacity, water flow volume, sedimentation, and riverbank and riverbed erosion in accordance with regulations.

After the Ministry of Agriculture and Environment completed its appraisal of the assessment report on flow impacts and riverbank and riverbed changes related to the Xeo May Waterfront Tourism Area embankment, the former Tien Giang Provincial People's Committee submitted a proposal to the Government Office seeking permission to resume the project.

On February 13, 2020, the Government Office issued a document regarding the assessment results on water flow impacts and riverbank and riverbed changes in the section passing through Tan Phong Islet, assigning the Tien Giang Provincial People's Committee to decide on subsequent implementation steps. On June 8, 2020, the Tien Giang Provincial People's Committee approved the continuation of the Xeo May Waterfront Tourism Area embankment project.

To date, construction of the embankment protecting the Xeo May Riverside Tourist Area has been completed. According to Mr. Nguyen Hoang Khuyen, Director of the Area 3 Construction Investment Project Management Board, Phase 1 of the Cai Be District Fruit Park Project has been accepted and is currently undergoing final settlement procedures. Meanwhile, the Xeo May Waterfront Tourist Area protection embankment component under the Tourism Development Infrastructure Investment Project for Cai Be District is preparing for final acceptance before being transferred to the commune administration.

PREPARATIONS UNDERWAY FOR PHASE 2 INVESTMENT

According to the Area 3 Construction Investment Project Management Board, on March 7, 2025, the former Cai Be District People's Committee submitted a proposal for the investment policy of Phase 2 of the Fruit Park Project to the former Tien Giang Provincial Department of Finance for appraisal.

Phase 1 of the project has been completed.

On June 6, 2025, after revising the dossier based on comments from provincial departments and agencies, the former Cai Be District People's Committee submitted an official proposal to the former Tien Giang Provincial Department of Finance for appraisal of the investment policy proposal for Phase 2 of the Fruit Park Project, with an estimated total investment of approximately VND 327 billion.

Phase 2 of the Cai Be Fruit District Park Project aims to complete a modern and synchronized tourism infrastructure system, creating an attractive destination for both domestic and international visitors.

The project is expected to capitalize on the area's strengths in orchard-based ecotourism while promoting local historical, cultural, and traditional craft village values, thereby enhancing connectivity among tourism routes and destinations across the province.

Once completed, the project is expected not only to enhance the appeal of Cai Be as a tourist destination but also to serve as a catalyst for local socio-economic development.

Under Phase 2, the project is expected to include an administration building, nursery, parking area, roads, transformer station and power supply system, public restrooms, main and auxiliary gates, fruit-themed monuments, artistic lighting systems, technical infrastructure, fountains, exhibition halls, an outdoor stage, walking paths through seven fruit gardens, and decorative fencing.

Following the implementation of the two-tier local government model and the streamlining of administrations, Phase 2 of the Fruit Park Project was transferred to the Area 3 Construction Investment Project Management Board as the project owner. In 2026, the project was allocated funding by the Dong Thap Provincial People's Committee for investment preparation, with implementation scheduled for the 2029–2032 period.

“According to the proposal of the former Cai Be District People's Committee, Phase 2 will be divided into two funding categories. Components serving the Fruit Park will be financed by the state budget, while those intended for commercial and service activities will be open to private investment. However, the project is currently facing legal challenges.
Specifically, the project involves land acquisition and investment-calling components, while the new Land Law has recently taken effect. Therefore, guidance from provincial departments and agencies is required before proceeding with the next steps in accordance with the Land Law and other relevant regulations,” Mr. Nguyen Hoang Khuyen added.
