(DTO) On the morning of October 29, a delegation led by Mr. Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Dong Thap Provincial Party Committee, and Chairman of the Provincial People’s Council, surveyed several transport projects and Tan Kieu Industrial Park to support a review and adjustment of planning and the 2026–2030 public investment plan.

The delegation inspected the planned connection between Provincial Road 878 and Than Cuu Nghia Interchange, the endpoint of the Ho Chi Minh City–Trung Luong Expressway, which forms part of Phase 2 of the Dong Thap Muoi Regional Development Road Project. The project starts at Tan Phuoc Roundabout in Tan Phuoc 1 Commune and ends at Than Cuu Nghia Interchange in Long Hung Commune, covering approximately 13.5 kilometres. It is designed to meet Class II delta-road standards, with a 26.5-metre-wide carriageway and a 27.5-metre-wide roadbed, comprising four motor-vehicle lanes and two lanes for non-motorized traffic. The project’s preliminary total investment is estimated at more than VND 2.8 trillion.

The delegation subsequently inspected Tan Phuoc Interchange, also known as Tan Phuoc Roundabout, as well as the interchange connecting the My An–Cao Lanh Expressway with Route N2.

Provincial Road 846 is planned to begin at the interchange of the My An–Cao Lanh Expressway and Route N2 in Doc Binh Kieu Commune and end at Tan Phuoc Roundabout in Tan Phuoc 1 Commune. The route is approximately 36 kilometres long and is expected to be developed to Class II delta-road standards, with a 26.5-metre-wide carriageway and a 27.5-metre-wide roadbed, including four high-speed motor-vehicle lanes and two lanes for non-motorized traffic. Its preliminary total investment is estimated at more than VND 8 trillion.

According to the Department of Construction, the province is studying investment options and completing procedures to adjust and supplement its planning and public investment plans for projects along this transport corridor. The aim is to strengthen connectivity between the Cao Lanh area and the Go Cong coastal area.

During the survey, relevant agencies also proposed adjusting and supplementing the plans for the section of Provincial Road 846 from My An to Tan Phuoc Roundabout and the access road to Than Cuu Nghia Interchange. Completing the necessary planning procedures will provide a basis for the province to consider investment options, ensuring the entire route operates in a coordinated and efficient manner.

Secretary Ngo Chi Cuong asked the relevant agencies to continue carefully studying investment options, with a sharp focus on site clearance and the provision of suitable resettlement areas. These measures must safeguard residents’ legitimate interests and facilitate project implementation. He said the proposals would be discussed with the Standing Board and Standing Committee of the Provincial Party Committee for consideration and strategic direction.

The delegation also surveyed the infrastructure project at Tan Kieu Industrial Park in Thap Muoi Commune. The industrial park’s infrastructure project covers 148.5 hectares, with a revised total investment of more than VND 1.397 trillion and an implementation period of 2016–2026. However, several technical infrastructure components have yet to be implemented. Notably, the investor responsible for Component Project 2 is facing financial difficulties and has requested to discontinue the project. In response, the province is clearing outstanding bottlenecks while fast-tracking the selection of a new investor, ensuring legal grounding and compliance with current regulations.

Vice Chairman Nguyen Thanh Dieu reports on issues related to the Tan Kieu Industrial Park infrastructure project.

Following the survey, Secretary Ngo Chi Cuong asked the relevant agencies to expedite payment and final settlement procedures for the project and its component works, and to review and definitively resolve all lingering matters.

Regarding procedures for discontinuing the project, he called for urgent action in accordance with regulations. Agencies were also asked to complete the necessary procedures for an auction and select an appropriate resolution option to prevent further delays and avoid draining resources.
