Signing Ceremony of Cooperation Agreement Between the Dong Thap Provincial People’s Committee and the University of Health Sciences
(DTO) On the morning of May 12, at the Dong Thap Provincial Convention Center, a signing ceremony was held for a cooperation agreement between the Dong Thap Provincial People’s Committee and the University of Health Sciences under Vietnam National University Ho Chi Minh City on the training of medical doctors under a provincial order mechanism for Dong Thap Province for the 2026-2030 period.
Attending the ceremony were Vice Chairman of the Provincial People’s Committee Huynh Minh Tuan, along with representatives from provincial departments and agencies. From the University of Health Sciences, there was Assoc. Prof. Dr. Pham Anh Vu Thuy, Vice Rector of the university, together with representatives of its faculties and departments.

Under the agreement, in the 2026-2030 period, the University of Health Sciences will train at least 60 medical doctors per year under the provincial order for Dong Thap Province. The university will also expand admissions to students who have permanent residence and are studying at high schools within the province. Tuition fees will follow the standard rates applied to full-time students of the university.
The two sides will also coordinate in training rare specialties and specialized medical fields for doctors currently working in the province; organize refresher courses, continuing education programs, and issue professional technical certificates; and support practical training facilities for students. At the same time, they will strengthen cooperation in technology transfer in medical examination, treatment, disease prevention, and scientific research.

At the ceremony, Assoc. Prof. Dr. Pham Anh Vu Thuy, Vice Rector of the University of Health Sciences, stated that training medical doctors under a provincial order mechanism is part of the shared mission of both the university and Vietnam National University Ho Chi Minh City in improving the doctor-to-population ratio.
In addition to medicine, the university also offers programs in nursing, traditional medicine, pharmacy, and odonto-stomatology, which can be implemented under provincial training orders.
The university expressed its desire to continue accompanying the local authorities in medical training and to expand cooperation in various fields in the coming time.

Speaking at the ceremony, Vice Chairman of the Provincial People’s Committee Huynh Minh Tuan emphasized that Dong Thap has consistently identified education and healthcare as two key pillars in its sustainable development strategy. The province highly values its cooperation program with the University of Health Sciences over the past period, which has supported the training of 131 doctors for Dong Thap, making an important contribution to local healthcare services.

Vice Chairman Huynh Minh Tuan noted that the Resolution of the 1st Provincial Party Congress for the 2025-2030 term sets a target of 11 doctors per 10,000 people by 2030. Therefore, continued cooperation with the University of Health Sciences is of great significance.
He expressed his hope that in the coming time, the province will continue to receive support from the university in medical training and scientific research, thereby contributing to improving both the quality and quantity of human resources in the provincial healthcare sector.
