The Roadmap to Double Digit Growth

(DTO) Achieving double digit economic growth is more than just a development target. It has become a necessity as Dong Thap enters a new stage of development with expanding opportunities for development, unlocked resources, and a strong drive for breakthroughs. 

Dong Thap enters this acceleration phase with a solid launchpad built on its socio-economic achievements in the first six months of 2026. GRDP is estimated to have grown by 7.11%, while state budget revenue exceeded 13.5 trillion VND, fulfilling more than 56% of the annual target and rising over 4% year-on-year. 

More than 1,830 new businesses were established across the province, up over 40% from the same period last year. Retail sales and consumer service revenue rose by more than 13%, while total investment attraction surpassed 5.2 trillion VND. 

These results demonstrate that Dong Thap’s economy remains on a positive growth trajectory, providing a solid foundation for achieving its 8-8.5% GRDP growth target in 2026 and eventually reaching double digit growth in the years ahead. To get there, however, the province will need stronger and more comprehensive growth drivers. 

To achieve this goal, the province’s entire political system must remain united, move in the same direction, and act with shared determination and a new development mindset. This message was emphasized by Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Thap Provincial People’s Committee, during the July 2026 Provincial Reporters’ Conference organized by the Provincial Party Committee’s Commission for Information, Education and Mass Mobilization. Presenting a keynote address on “Strategic Solutions for Achieving Double Digit Economic Growth in Dong Thap,” he stressed that success depends not merely on the province’s achievements in the first six months, but on building consensus, embracing new thinking, and adopting new approaches, particularly among senior officials and agency leaders. 

Changing the development mindset means thinking bigger, acting faster, and implementing policies more decisively. More importantly, it requires shifting from an administrative mindset to one that enables development, from simply following procedures to proactively removing obstacles for citizens and businesses, and from completing assigned tasks to creating new value. Only then can resources be fully unlocked and new growth momentum take shape. 

Chairman Pham Thanh Ngai also noted that the five strategic breakthroughs identified in the Resolution of the First Provincial Party Congress for the 2025-2030 term provide the roadmap for achieving double digit economic growth. Transport infrastructure, logistics, high tech agriculture, modern industry, high quality human resources, science and technology, and digital transformation all have the potential to become powerful engines of future growth. 

Each strategic breakthrough, however, must be translated into concrete projects and action plans, with regular monitoring and evaluation based on measurable outcomes. Every locality must answer practical questions: What are its greatest advantages? Where are the biggest bottlenecks? Which policies are still missing? Which issues should be addressed first? Only through concrete action can the Party’s Resolutions be fully realized. 

Alongside traditional growth drivers such as investment, consumption, and exports, Dong Thap must also cultivate new engines of growth through innovation, digital transformation, large scale investment projects, and high quality investment capital. At the same time, the province needs to effectively operate its two-tier local government model while building a leaner, more efficient administration that better serves both citizens and businesses. 

Double digit growth will not be achieved through slogans alone. It must be driven by sound policies and decisive action. For Dong Thap to deliver breakthrough development, it must first achieve a breakthrough in thinking. When every official and Party member embraces innovation, every locality fully leverages its strengths, and every sector works toward a shared goal with the highest sense of responsibility, the province’s ambition of double digit growth will rest on a strong and sustainable foundation.
