Building a Strong Party - The Political Foundation for Dong Thap’s Rapid and Sustainable Development in the New Era

(DTO) Thoroughly grasping this guiding spirit, the Dong Thap Provincial Party Committee has continuously renewed and enhanced the quality of Party building, identifying it as a solid political foundation that determines the province’s rapid and sustainable development, especially in the context of provincial consolidation, which opens new development space and raises higher demands for leadership capacity and effective implementation. 

The Dong Thap Party Committee currently comprises 106 subordinate Party committees (including 102 commune- and ward-level Party committees, the Party Committee of the Provincial People’s Committee, the Provincial Party Agencies, and two armed-forces Party committees: Public Security and Military). It includes 601 grassroots-level Party cells, 405 grassroots-level Party committees (23 of which are departmental-level committees), along with 4,867 subordinate Party cells (2,255 under grassroots Party committees, 123 under departmental-level committees, and 2,489 under commune- and ward-level committees), with more than 120,750 Party members in total. 

Across all levels, Party committees have closely followed the Party’s directives and resolutions, promptly advising and effectively implementing key tasks in Party organization and building the political system. Several notable results have been achieved as follows: 

THEORETICAL AWARENESS IMPROVED, PARTY LEADERSHIP METHODS FURTHER RENEWED

The province has thoroughly implemented resolutions and conclusions of the Central Committee, particularly Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on strengthening grassroots Party organizations and improving Party member quality in the new era; Resolution No. 28-NQ/TW dated November 17, 2022 of the 13th Party Central Committee on continuing to renew the Party’s leadership and governing methods over the political system; as well as new orientations laid out in the Political Report of the 14th National Party Congress regarding perfecting leadership methods in the context of a socialist-oriented market economy and digital transformation. The Provincial Party Committee has concretized these directives into programs and action plans suited to local conditions. 

Party committees at all levels have focused on renewing leadership styles toward scientific, democratic, and grassroots-oriented working methods; upholding the principle of democratic centralism; improving the quality of self-criticism and criticism; strengthening discipline within the Party; applying information technology and gradually implementing digital transformation in Party affairs; improving the quality of resolutions and enhancing inspection and supervision of their implementation; and promoting the exemplary role of cadres and Party members, especially those in leadership positions. As a result, the Party’s leadership and governing capacity have been noticeably strengthened, meeting the requirements of development in the new period. 

SUCCESSFULLY ORGANIZING PARTY CONGRESSES AT ALL LEVELS - AFFIRMING THE PARTY’S ROLE AS THE POLITICAL NUCLEUS 

The successful organization of Party congresses at all levels for the 2025-2030 term, toward the 14th National Party Congress, clearly demonstrates the leadership capacity of the Dong Thap Provincial Party Committee in the context of implementing the National Assembly’s resolution and the Politburo’s decision on administrative unit consolidation. 

The province completed 100% of congresses for Party cells, grassroots Party committees, and all 106 subordinate Party committees under the Provincial Party Committee. All were held on schedule, ensured high quality, and finished ahead of the timeline set by the Central Committee. Personnel work was carried out strictly in accordance with Directive No. 45-CT/TW dated April 14, 2025 of the 13th Politburo on Party congresses at all levels toward the 14th National Party Congress, ensuring political standards, competence, credibility, structure, and readiness to meet new tasks. The First Congress of the Dong Thap Provincial Party Committee set forth development orientations aligned with the spirit of the 14th National Party Congress, emphasizing rapid and sustainable development, putting people at the center, and promoting innovation and digital transformation as key driving forces. 

BREAKTHROUGHS IN ORGANIZATIONAL RESTRUCTURING - REALIZING THE GOAL OF A STREAMLINED, EFFECTIVE, AND EFFICIENT POLITICAL SYSTEM 

The Political Report of the 14th National Party Congress reaffirms the mandate to build a political system that is “streamlined, effective, and efficient.” 

In line with this direction, Dong Thap has vigorously implemented the restructuring of its organizational apparatus in line with the two-tier local government model. The conclusion of operations for 23 district-level Party committees, the establishment of 102 commune-level administrative units, and streamlining the corresponding Party organizations mark not only a structural requirement but also a crucial step in reforming the local governance model toward modernity, flexibility, and closer to the people. 

Alongside this, the arrangement and assignment of cadres have been conducted comprehensively and scientifically, ensuring the “right people for the right positions.” This restructuring is closely tied to reorganizing the cadre workforce based on job positions, aligned with the demands of digital transformation and administrative reform in the new period. These efforts have contributed to organizational stability and improved the effectiveness of the political system immediately after restructuring. 

BUILDING STRONG GRASSROOTS PARTY ORGANIZATIONS - MEETING THE REQUIREMENT OF “ENHANCING GOVERNING CAPACITY” 

Implementing Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on strengthening grassroots Party organizations and improving Party member quality in the new era, Party committees at all levels have focused on leading and directing the implementation of resolutions, conclusions, regulations, and guidelines of the Central Committee and the Provincial Party Committee on consolidating organizational structures, strengthening leadership capacity, and enhancing the fighting spirit of Party organizations and members, recognized as “the foundation of the Party and the political nucleus at the grassroots level.” 

Party organizations have been arranged and consolidated in alignment with their functions and duties, consistent with the structure of the political system, ensuring effective Party leadership.

Efforts to improve the process of Party member development have been strengthened, from identifying potential candidates and providing training to implementing clear, transparent procedures. Special attention is given to developing Party cells and recruiting new members who are exemplary students, workers, and laborers. 

The implementation of the models “Four-Good Party Cell” and “Four-Good Grassroots Party Committee,” in connection with Directive No. 50-CT/TW dated July 23, 2025 of the Party Secretariat on renewing and improving the quality of Party cell activities in the new era, has led to clear improvements in the effectiveness of grassroots activities. 

Meeting agendas have become more practical and more closely aligned with the political tasks of each locality and unit. 

Party member development has been strengthened in both quantity and quality, with more than 1,790 new members admitted in 2025. At the same time, the review and screening of Party members under Directive No. 28-CT/TW have been strictly implemented, removing those who are no longer qualified, thereby enhancing the fighting capacity of Party organizations. 

CADRE WORK - THE “CORE OF THE CORE” RECEIVES APPROPRIATE ATTENTION 

Thoroughly grasping the Party’s viewpoint that “cadres are the root of all work,” cadre work aims to build a team of officials with strong political resolve, innovative thinking, and the ability to adapt to digital transformation and international integration. 

Dong Thap Province has strengthened training and capacity-building for officials toward standardization and modernization. The province focuses on political theory training linked with management and executive skills, while also promoting the rotation and assignment of cadres to grassroots levels to gain practical experience. 

At the same time, the province strictly enforces regulations on power control in cadre work, preventing and combating position-buying, corruption, wastefulness, and misconduct, helping build a team of officials who are both morally upright and professionally competent. 

STRENGTHENING INTERNAL POLITICAL PROTECTION, SAFEGUARDING THE PARTY’S PURITY 

In the context of deep international integration, the province has placed special emphasis on internal political protection. The assessment and verification of political standards for cadres and Party members have been carried out strictly, especially for personnel serving on Party committees at all levels in accordance with Central regulations. 

Dong Thap Province has proactively monitored developments, strengthened verification of political standards, and closely managed cadres and Party members. Issues arising were promptly detected and resolved, helping maintain unity and cohesion within the Party. 

Despite these achievements, Party building in the province still faces certain challenges. Personnel arrangement and placement following administrative mergers are still difficult in some units and localities. Leadership and direction by some Party committees in improving the quality of Party cell activities have not shown clear progress. The content of regular and thematic meetings remains insufficiently specific. 

To build on achieved results, Party committees at all levels in the province will continue to strengthen leadership and direct the comprehensive, decisive, and effective implementation of the following tasks and solutions: 
First, continue to thoroughly grasp, fully and promptly, the viewpoints, goals, tasks, and solutions outlined in the Resolution of the 14th National Party Congress; proactively translate them into programs, plans, and projects suited to the practical conditions of each locality and unit. 

Focus on comprehensive and effective implementation of tasks related to building and rectifying the Party and political system, especially new directives on improving the Party’s leadership and governing capacity; renewing leadership methods; and building a streamlined, efficient, and effective organizational apparatus. 

Second, build grassroots Party organizations that are clean and strong in political, ideological, ethical, organizational, and personnel work; strengthen principles and discipline in Party activities; and improve the quality of Party committee and Party cell meetings to ensure they are substantive and closely aligned with local political tasks and practical problem-solving needs. 

At the same time, promote the pioneering and exemplary role of Party members, especially key leaders, in fulfilling assigned duties, contributing to improving the leadership capacity and fighting spirit of Party organizations. 

Strengthening citizen reception and direct dialogue with the people continues to receive close leadership and direction from Party committees at all levels in accordance with Central regulations. Regular and ad-hoc citizen receptions are maintained, ensuring timely understanding and resolution of legitimate feedback and petitions from the grassroots. This helps prevent the emergence of “hotspots,” maintain political and social stability, and reinforce public trust in the Party and government. 

Third, improve the quality of Party cell activities in a practical and effective manner, ensuring strict adherence to Party principles and regulations, especially democratic centralism, self-criticism, and criticism. 

Renew the content and methods of meetings so they remain closely aligned with local political tasks and address arising issues in a timely manner; strengthen the Party cell’s role in leadership, education, management, and discipline of Party members, thereby enhancing the leadership capacity and fighting spirit of Party organizations. 

Fourth, focus on reviewing and comprehensively assessing the cadres in line with job position requirements; restructure, arrange, and assign personnel in a manner that ensures the right people are placed in the right positions suited to their competencies and strengths. 

At the same time, strengthen oversight of power and tighten discipline in personnel work, linking this with the “in-and-out” screening mechanism to ensure that cadres possess firm political will, integrity, and credibility befitting their responsibilities. 

Fifth, build a capable cadre force at all levels to meet the demands of the new era; emphasize service-oriented thinking, innovation, modern governance capabilities, and adaptability to digital transformation. 

Promote standardized and specialized training programs that link theory with practice; enhance cadre deployment and rotation to grassroots levels to develop practical experience and nurture a long-term cadre pipeline. 

Sixth, strengthen Party inspection, supervision, and discipline; proactively prevent, detect, and strictly handle violations; and resolutely combat and push back against degradation, “self-evolution,” and “self-transformation” within the Party. 

Building a strong Party is the decisive factor for every success in the revolutionary cause and serves as the solid political foundation for rapid and sustainable development. 

As the province implements the Resolution of the 14th National Party Congress and navigates the increasing demands of digital transformation, the Dong Thap Provincial Party Committee will continue promoting its traditions of unity, innovation, and creativity while enhancing the leadership capacity and fighting spirit of Party organizations, especially leadership capacity in the digital environment, modern governance capabilities, and flexible adaptation in the digital era.
