Chairman Pham Thanh Ngai: Departments and Localities Must Exercise Closer Oversight in Administration

(DTO) On the morning of April 10, the Dong Thap Provincial People’s Committee held its regular March 2026 meeting to review leadership and administrative work related to socio-economic development, national defense and security in the first quarter, and to set out directions and tasks for the second quarter of 2026.

According to the Provincial People’s Committee, in the first quarter of 2026, agricultural, forestry, and fishery production remained stable. The market for agricultural products was relatively favorable, with abundant supply. Disease prevention in livestock farming was effectively implemented, ensuring herd safety. Aquaculture and fisheries continued to show steady performance. Key crops maintained planned area and output.

Meanwhile, industrial production maintained stability and posted solid growth. The industrial production index in the first quarter was estimated to rise by 11.5% year-on-year.

Industrial parks attracted one new domestic investment project worth 228 billion VND. Five projects received capital adjustments, adding a total of 32.24 million USD. The province recorded an estimated 1,181 newly established enterprises with a total registered capital of 4.685 trillion VND, up 158% year-on-year and reaching 39.3% of the annual target. A total of 266 businesses resumed operations, equivalent to 99% of last year’s figure.

Total retail sales of goods and consumer service revenue in the first quarter were estimated at 72.374 trillion VND, up 11.1% year-on-year. Export turnover was approximately 2.25 billion USD, an 11.8% increase and 22.5% of the yearly target. The province welcomed an estimated 3.2 million tourist arrivals, reaching 40% of the annual target and increasing 50.2% year-on-year.

State budget revenue in the first quarter was estimated at 7.777 trillion VND. Disbursement of public investment capital reached 460 billion VND, equivalent to 4% of the provincial plan and 4.3% of the plan assigned by the Prime Minister.

At the meeting, leaders of departments, sectors, and localities reported on key political tasks carried out in the first quarter, including progress on growth indicators, public investment disbursement, agricultural export performance, and regulations on recruitment of civil servants and public employees. They also outlined priority tasks and solutions for the coming period.

In his concluding remarks, Chairman Pham Thanh Ngai noted that while the province basically met its socio-economic development indicators in the first quarter, economic growth had yet to reach expectations despite focused efforts.

In the coming period, he requested departments, sectors, and localities to exercise closer oversight in administration. For growth indicators, the province has already assigned specific tasks for each sector, and therefore each unit must concentrate on implementation.

Regarding public investment, departments and localities must conduct thorough reviews to focus on execution, and prepare concrete plans for the management and use of public assets.

At the commune level, leaders must uphold responsibility in coordinating the implementation of projects in their jurisdictions, review and identify vacant positions among officials and staff to plan timely recruitment.

Leaders of communes and wards must enhance accountability, stay close to the people, proactively address emerging issues, and carefully review tasks to avoid omissions.

For the 12 key tasks set for the second quarter of 2026, Chairman Pham Thanh Ngai requested all departments, sectors, and localities to focus and act decisively to accomplish them.
