Dong Thap: Decisions Presented to 15 Commune-level People’s Committee Chairpersons Who Are Not Local Residents
DTO) Implementing the policy of appointing commune-level People’s Committee chairpersons who are not local residents, and discontinuing the model in which the Party Committee Secretary concurrently serves as the Chairperson of the People’s Committee at the commune level, on the afternoon of January 13, the Dong Thap Provincial Party Committee’s Organization Commission announced and presented decisions of the Provincial Party Committee Standing Board on personnel work.
The conference was attended by Mr. Nguyen Van Muoi, Member of the Provincial Party Committee Standing Board and Head of the Provincial Party Committee’s Organization Commission.
At the conference, the Organization Commission presented decisions on the transfer and appointment of 16 officials to join Party Executive Committees and Party Standing Boards, and to hold the position of Deputy Secretary of commune-level Party Committees for the 2025-2030 term; concurrently introducing 15 officials for election as Chairpersons of commune-level People’s Committees for the 2021-2026 term.

Specifically, Mr. Le Quoc Cuong, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Trung An Ward, was transferred and appointed as Deputy Secretary of the Party Committee of My Tho Ward; Ms. Nguyen Thi Vinh Quang, Deputy Secretary of the Party Committee and Chairwoman of the People’s Committee of My Tho Ward, was transferred and appointed as Deputy Secretary of the Party Committee of Trung An Ward; Mr. Le Chi Thanh, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of My Phuoc Tay Ward, was transferred and appointed as Deputy Secretary of the Party Committee of Thanh Hoa Ward; Mr. Pham Thanh Mong, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Thanh Hoa Ward, was transferred and appointed as Deputy Secretary of the Party Committee of My Phuoc Tay Ward; Mr. Nguyen Ngoc Son, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Binh Trung Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Long Dinh Commune; Mr. Ngo Dinh Hai, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Long Dinh Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Binh Trung Commune; Mr. Nguyen Cong Thanh, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Tan Thuan Binh Commune, was transferred and appointed as Deputy Secretary of the Party Committee of An Thanh Thuy Commune; Mr. Cao Tan Hieu, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of An Thanh Thuy Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Tan Thuan Binh Commune; Mr. Nguyen Xuan Nam, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Vinh Huu Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Phu Thanh Commune; Mr. Ha Quang Chinh, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Phu Thanh Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Vinh Huu Commune; Mr. Nguyen Thanh Binh, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Tan Dong Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Tan Dien Commune; Mr. Nguyen Tung Chinh, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Tan Dien Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Tan Dong Commune; Mr. Huynh Thanh Toan, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Gia Thuan Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Tan Hoa Commune; Mr. Nguyen Thanh Hung, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Tan Hoa Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Gia Thuan Commune; Mr. Nguyen Thanh Viet Em, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of My Thien Commune, was transferred and appointed as Deputy Secretary of the Party Committee of Cai Be Commune. Separately, Mr. Le Tan Tuong, Standing Deputy Secretary of the Party Committee of Cai Be Commune, was transferred and appointed as Standing Deputy Secretary of the Party Committee of My Thien Commune.

Speaking at the conference, Mr. Nguyen Van Muoi, on behalf of the Provincial Party Committee Standing Board, acknowledged and thanked the officials for their contributions over the past six months since assuming the positions of commune-level People’s Committee chairpersons following the establishment of new administrative units under the Central Government’s policy. He noted that all officials demonstrated a strong sense of responsibility and successfully fulfilled their assigned tasks. Mr. Nguyen Van Muoi expressed his hope that, in their new positions, the officials would continue to promote their strengths, professional capacity and sense of responsibility, contributing to the successful fulfillment of political tasks in their assigned localities.

Mr. Nguyen Van Muoi also requested that localities with transferred officials promptly complete relevant procedures to arrange personnel at new workplaces, and finalize dossiers for submission to the People’s Councils for election of People’s Committee chairpersons in accordance with regulations, ensuring smooth implementation of political tasks, particularly preparations for grassroots-level People’s Council elections.
According to Mr. Nguyen Van Muoi, the arrangement of non-local People’s Committee chairpersons in 10 communes and wards also affected six other units. The officials involved showed a high level of consensus and shared responsibility with the Provincial Party Committee Standing Board and the province’s overall policy. In the personnel arrangement process, priority was given to assigning officials to neighboring communes and wards, followed by localities that were previously under the same district, city or township, to facilitate their early understanding of local socio-economic conditions.
