Dong Thap: Drastic Administrative Reform to Enhance Service Quality
(DTO) To further improve administrative reforms and enhance service effectiveness for people and businesses, the Chairman of the Provincial People’s Committee has requested heads of provincial departments, boards, sectors, and chairpersons of commune and ward People’s Committees to strictly implement all guiding documents on administrative reform issued by the central government and the province.
At the same time, agencies are urged to strengthen leadership and direction in administrative reform efforts, enhance the accountability of unit heads in carrying out administrative reforms and streamlining procedures, and ensure the lawful rights and interests of residents and businesses.

The Chairman also instructed that the 2026 administrative reform plan must closely align with the province’s reform agenda and reflect the practical conditions of each implementing unit. The plan must clearly define responsibilities, tasks, outputs, and deadlines, while regular monitoring and supervision should be maintained to enable timely corrective measures.
In addition, officials are required to frequently review regulations, promptly identify and address outdated provisions, or recommend higher authorities to make adjustments. Efforts should focus on improving the quality of processing administrative procedures. Strict disciplinary action and job reassignment will be imposed on officials or public employees who engage in harassment, cause delays, or demand documents beyond what regulations require. Difficulties and bottlenecks must be promptly reported to provincial departments for support.
The administrative procedure lists at the Public Administrative Service Center must be reviewed and promptly updated following decisions announced by the Chairman of the Provincial People’s Committee. The agencies must ensure that 100% of applications are received and updated in the Administrative Procedure Settlement Information System as required; regularly monitor real-time service quality indicators on the National Public Service Portal; proactively introduce measures to improve weak indicators; promptly handle residents’ and businesses’ feedback; and appropriately allocate and arrange personnel to address shortages or capacity gaps, ensuring they meet the requirements of new tasks.
The province also calls for effective implementation of e-government development tasks toward digital government, stronger application of information technology and digital transformation, efficient use of shared software systems, and guidance for people to submit documents online. Units must review and update information on their official websites in accordance with Government Decree No. 42/2022/NĐ-CP dated June 24, 2022, on the provision of information and online public services by state agencies in the digital environment.
Units must also monitor and strictly implement the Ministry of Public Security’s Decision No. 8202/QĐ-BCA-C06 dated October 7, 2025, regarding the use of the National Population Database and the VNeID national identification platform in compiling voter lists and issuing voter cards for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term.
The Provincial People’s Committee has tasked the Office of the Provincial People’s Committee and relevant departments with strengthening professional training for 100% of cadres, civil servants, and public employees involved in commune-level administrative procedures, ensuring they comply with required processes, documentation components, and forms.
