9th Session of Dong Thap People’s Council:
Dong Thap Elects Additional Vice Chairman of Provincial People’s Committee for 2021–2026 Term
(DTO) On the morning of February 27, the 10th-term Dong Thap Provincial People’s Council convened its 9th session to conduct personnel work under its authority.
In attendance were provincial leaders, including Mr. Ngo Chi Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Dong Thap National Assembly Delegation; Mr. Phan Van Thang, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province; Ms. Chau Thi My Phuong, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council; Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; members of the Standing Committee of the Provincial Party Committee; Vice Chairmen of the Provincial People’s Committee; along with 90 out of 110 deputies of the 10th Provincial People’s Council.
The session was chaired by Ms. Chau Thi My Phuong, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council; Mr. Pham Van Chuan, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People’s Council; and Mr. Tran Thanh Nguyen, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Council.
During the session, personnel matters under the authority of the Provincial People’s Council were conducted in a strict and lawful manner. Based on the introduction letter from the Standing Committee of the Provincial Party Committee and the submission from the Chairman of the Provincial People’s Committee regarding the nomination of personnel for the position of Vice Chairman of the Dong Thap Provincial People’s Committee for the 2021-2026 term, council deputies carried out the secret ballot voting process.
As a result, Mr. Nguyen Phuoc Thien, Provincial Party Committee member, Secretary of the Sa Dec Ward Party Committee, and Chairman of the Sa Dec Ward People’s Council, was elected Vice Chairman of the Provincial People’s Committee for the 2021-2026 term.

Speaking at the session, Secretary Ngo Chi Cuong affirmed that the selection of personnel for the position of Vice Chairman of the Provincial People’s Committee had been conducted carefully and methodically by the Standing Committee of the Provincial Party Committee, in accordance with central-level standards and requirements.
He emphasized that Mr. Nguyen Phuoc Thien has served in multiple grassroots-level positions and fully meets the criteria for professional qualifications, leadership capacity, and political integrity, worthy of taking on this new responsibility.


Mr. Nguyen Phuoc Thien, the newly elected Vice Chairman of the Provincial People’s Committee (born in 1978, originally from Ba Sao Commune, Dong Thap Province), is a well-trained official holding a Doctoral degree in Business Administration, a Master’s degree in Business Administration, a Bachelor’s degree in Mechanical Engineering, and an advanced certificate in Political Theory. With his strong academic foundation and extensive practical experience, his appointment to the provincial leadership is expected to bring renewed momentum to provincial administration and contribute to local socio-economic development in the coming period.

In her closing remarks, Chairwoman Chau Thi My Phuong, on behalf of the Standing Committee of the Provincial People’s Council, congratulated Mr. Nguyên Phuoc Thien on being entrusted by the council to serve as Vice Chairman of the Provincial People’s Committee. She affirmed that the council and the voters place high expectations on him to continue leveraging his capacity and experience, working with the Provincial People’s Committee in unity, proactiveness, and responsibility to effectively advise on and implement the areas under his charge. She emphasized that he must fulfill his duties and authority in accordance with the law and, in his new role, maintain a strong sense of responsibility, stay closely connected to grassroots realities, promptly resolve obstacles, and act decisively and effectively. This will help improve the leadership and administrative performance of the Provincial People’s Committee as it strives to achieve the goals and tasks set out in the Resolution of the 11th Dong Thap Provincial Party Congress for the 2025-2030 term.

The Chairwoman stressed that 2026 will be the first year of implementing the Resolution of the Provincial Party Congress for the 2025-2030 term. Decisions made and implemented in the early stage of the term will be crucial for the province’s long-term development. She requested that the Provincial People’s Committee quickly stabilize its organizational structure, specify task assignments clearly, and focus on synchronized implementation of socio-economic development measures; accelerate progress and disbursement of public investment; remove obstacles for businesses; advance administrative reform and digital transformation; ensure social welfare and improve people’s livelihoods; and maintain national defense, security, and social order.

She added that the Provincial People’s Council, its Standing Committee, and its specialized committees will continue to uphold the role of the local state authority; strengthen oversight of resolution implementation; promptly consider and decide arising matters within their authority; and ensure that all resolutions of the council are effectively brought to life.
She further noted that only 15 days remain until the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term, an event of great political significance and a big day for the entire population. She called on the Provincial People’s Committee, the Provincial Election Committee, and all levels and sectors to maintain utmost focus, thoroughly review every step and task, intensify communication efforts, and ensure security and order so that the election is held democratically, lawfully, safely, and successfully across the province.
