Dong Thap: Enhancing Knowledge in Science, Technology, Innovation, and Digital Transformation
(DTO) On December 18, the Standing Committee of the Dong Thap Provincial Party Committee organized a conference to foster knowledge in science, technology, innovation, and digital transformation.
The event was held in person at the Ap Bac Hall (Provincial Convention Center) and livestreamed to various venues at the commune and ward levels across the province.
Opening the conference, Ms. Pham Thi Mai Tien, Chief of the Provincial Party Committee Office, emphasized that the event aimed to implement the Provincial Steering Committee’s Plan No. 03-KH/BCD dated September 29, 2025. It also sought to thoroughly grasp the spirit of Resolution No. 57-NQ/TW issued by the 13th Politburo on December 22, 2024, regarding strategic breakthroughs in science, technology, and innovation development. This represents a concrete step in the province’s political determination to enhance leadership and management capacity based on digital platforms.

The two-day conference (December 18–19, 2025) is designed to help officials, party members, and public servants from the provincial to grassroots levels raise awareness and understand the role, importance, and urgency of national and local digital transformation. Through this, the program aims to promote innovation coupled with specific actions in the execution of their duties.
Participants are equipped with new technological knowledge and skills, particularly in digital data analysis and the application of Artificial Intelligence (AI) in professional tasks. These include AI-assisted document drafting, document summarization, and workflow optimization, contributing to time savings, increased labor productivity, and ensuring information safety and security.

On December 18, Dr. Ma Truong Thanh, Vice Dean of the Faculty of Computer Science and Head of the Computer Vision and Image Processing Laboratory at the College of Information and Communication Technology (Can Tho University), led two sessions: "AI Foundations and Prompt Engineering Applications" and "AI in Document and Information Processing."
On December 19, Dr. Ngo Dac Thuan, Director of IP Group, will share insights on innovation strategy and process optimization. Additionally, Mr. Ngo Duc Thang, Director of the Government Cipher Department, will provide guidance on specialized security solutions to ensure information safety during the digital transformation process.
To ensure the conference achieves practical results, the Chief of the Provincial Party Committee Office requested delegates to uphold their sense of responsibility and attend all sessions as scheduled. She emphasized the importance of practice, active interaction with instructors, and raising practical issues from their respective units for guidance. Following the conference, party committees and agencies are urged to promptly apply the acquired knowledge into practice to avoid "learning without practicing". Each official is expected to become an agent of innovation, effectively applying technology to serve the people better, faster, and more transparently.
