Dong Thap: Focus on Improving Administrative Reform and Competitiveness Indices
(DTO) On the morning of January 10, the Dong Thap Provincial People's Committee held a virtual conference to review the 2025 performance and deploy directions and tasks for 2026 of both the People's Committee’s Party Committee and the Provincial People's Committee.

Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People’s Committee, and Chairman of the Dong Thap Provincial People's Committee, chaired the conference. Attendees included members of the Provincial Party Standing Committee, Deputy Secretaries of the People's Committee’s Party Committee, Vice Chairmen of the Provincial People's Committee, and leaders of various departments, agencies, and localities.

According to the Provincial People's Committee, in 2025, while handling the "dual task" of streamlining the organizational apparatus post-merger and promoting growth, the Committee closely followed the resolutions of the Provincial Party Committee and the Provincial People's Council, operating with a spirit of proactivity, flexibility, and decisiveness.
As a result, the province basically achieved and exceeded 24 key targets. Regarding the scale and health of the economy, despite global economic challenges, the province maintained macroeconomic stability.

Growth in the Agriculture-Forestry-Fishery sector reached 5.01% (exceeding the 4% plan), continuing to affirm its role as the solid backbone of the economy. The Industry and Construction sector grew by 10.99%, with processing industries and renewable energy emerging as new driving forces.
The brightest highlight of 2025 was import-export activity. The province's total export turnover was estimated at over 9.2 billion USD, exceeding the plan. Coupled with effective production and business, total local state budget revenue was estimated at 23,891 billion VND, surpassing the assigned estimate. Investors' confidence in the province's post-merger business environment continues to be strongly consolidated.

Over the past year, 2,790 newly established enterprises were registered, far exceeding the plan, while over 454 enterprises resumed operations. Notably, the total social investment capital was estimated at 85,515 billion VND, meeting the set objective.
Social indicators all met or exceeded plans. The poverty rate under multi-dimensional standards decreased by 0.23% to 0.7%. The health insurance coverage rate reached 95%. Targets for national standard schools and clean water access for residents were also successfully met.
In Party building, Party committees and grassroots Party organizations have promptly directed the implementation of key tasks. Great importance has been attached to reviewing practical experiences and theoretical development. The study, dissemination, and review of directives from the Central and Provincial Party Committees have been conducted rigorously, significantly raising awareness among cadres and Party members of the vital role of Party building in the current period.
Grassroots Party organization and Party member work continued to be implemented in a systematic and comprehensive manner, enhancing leadership capacity and combat strength of the Party Committee of the Provincial People’s Committee to meet political task requirements in the new stage.
Inspection, supervision, disciplinary enforcement, and the settlement of complaints and denunciations by Party committees and Inspection Commissions were fully and seriously carried out, contributing to enhancing discipline, rigorous order, and the operational efficiency of the Party organization.

At the conference, departments, agencies, and localities reported on their 2025 political task outcomes, along with difficulties and bottlenecks encountered. At the same time, they provided information on directions for key tasks in 2026 and requested the Provincial People's Committee to resolve issues related to several contents.
In his concluding remarks, Chairman Pham Thanh Ngai requested departments, sectors, and localities to promptly implement resolutions and directives at all levels from the beginning of 2026. At the same time, they must closely adhere to the Government’s 2026 operating theme: “Discipline and responsibility; proactiveness and effectiveness; innovation and creativity; acceleration and breakthroughs; growth and sustainability”.

To ensure the targeted economic growth rate of 8%–8.5%, the Provincial People’s Committee will develop specific growth plans for each sector.
Regarding enterprise development and the implementation of Politburo Resolution No. 68 on private economic development, Chairman Pham Thanh Ngai emphasized the need to incorporate these goals into the key targets of each commune to drive local and provincial economic growth.
Administrative reform and digital transformation must be strongly promoted. In 2026, the province will focus on improving administrative reform indices, competitiveness, and citizen satisfaction, while reviewing redundant staff for appropriate arrangement and assignment.
Chairman Pham Thanh Ngai also required public investment in 2026 to be proactive and focused from the beginning of the year, especially in capital allocation. At the same time, the province will further promote positive results in state budget revenue collection, particularly the effective coordination between the tax sector and local authorities.
Departments, sectors, and localities were urged to effectively implement national target programs; improve education quality with a focus on infrastructure investment; enhance the quality of medical examination and treatment, especially at grassroots health facilities; and ensure detailed and accountable plans for military recruitment.
Finally, localities were asked to thoroughly review preparations for the Lunar New Year, especially for policy beneficiaries and the poor, ensuring that the people’s material, cultural, and spiritual life during this Tet will be equal to or better than the previous year.
