Dong Thap Focuses on Removing Bottleneck to Boost Efficiency of National Target Programmes

(DTO) On August 4, the Steering Committee for the Implementation of the 2026–2030 National Target Programmes in Dong Thap Province held a hybrid meeting with commune- and ward-level People's Committees to review the progress of the programmes through the end of July 2026 and discuss priorities for the remainder of the year. The meeting was chaired by Mr. Pham Thanh Ngai, Chairman of the Dong Thap Provincial People's Committee and Head of the Steering Committee.

Attending the meeting were Vice Chairmen of the Provincial People's Committee Nguyen Phuoc Thien and Huynh Minh Tuan, members of the provincial Steering Committee, and leaders of provincial departments and agencies.

At the meeting, the Department of Agriculture and Environment, the standing agency of the Steering Committee, presented reports on the implementation of the National Target Programmes on New-Style Rural Area Construction and Sustainable Poverty Reduction. The Departments of Education and Training, Culture, Sports and Tourism, Health, and Construction also reported on the progress of programmes under their respective areas of responsibility.

Delegates focused their discussions on difficulties and obstacles encountered during implementation, particularly in meeting the new-style rural development criteria following the rearrangement of administrative units, as well as education and healthcare standards, sustainable poverty reduction, programme and project implementation progress, and measures to strengthen coordination among sectors and localities.

In his concluding remarks, Chairman Pham Thanh Ngai stressed that the greatest bottleneck at present lies in the organization of implementation, which remains slow. He therefore urged the Steering Committee to promptly finalize its working regulations, clearly define roles, tasks, and responsibilities for specific individuals and units, and report to the Standing Committee of the Provincial Party Committee to mobilize the entire political system in implementing the National Target Programmes.

The Chairman instructed the Department of Agriculture and Environment to further strengthen its role as the standing agency by proactively coordinating with other departments and sectors to implement the programmes in a synchronized manner. The department was also tasked with reviewing and clearly assigning responsibilities to avoid overlap while concentrating resources on achieving the goals of new-style rural area construction, sustainable poverty reduction, and the development of ethnic minority areas.

Noting that Dong Thap has a solid foundation, with both pre-rearrangement administrative units having already achieved new-style rural status, the Chairman called on local authorities to focus on improving the quality of all criteria, with improving residents' livelihoods as the ultimate goal. Regarding poverty reduction, he emphasized the need to review each poor household individually, accurately identify its needs, and develop appropriate, effective and sustainable support measures.

The Chairman also directed provincial departments and agencies to promptly review all programmes and projects and develop detailed implementation plans aligned with resource requirements and project timelines. At the same time, they should strengthen inter-agency coordination and provide proactive guidance to grassroots authorities in planning, construction and the implementation of National Target Programme criteria.

In addition, he highlighted the important role of the Vietnam Fatherland Front and mass organizations in communication, public mobilization, supervision and support for local residents, particularly in implementing poverty reduction programmes.

Local authorities were instructed to comprehensively review all criteria under the new framework, prioritize tasks that can be implemented immediately, and accelerate the application of digital technology in programme management, monitoring and evaluation, with the goal of ensuring the effective implementation of the 2026–2030 National Target Programmes.
