(DTO) On the morning of October 28, the Standing Board of the Dong Thap Provincial Party Committee held a conference to study, grasp, and popularize the Resolution of the 14th Party Central Committee’s Fourth Plenum and the province’s concrete documents.

The conference was co-chaired by Mr. Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Council; Mr. Phan Van Thang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province; and Mr. Nguyen Thanh Nhan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee.

Delegates attend the conference at the main venue.

The event was held in a hybrid format, connecting the provincial hub to 832 satellite venues across Party committees of communes, wards, and equivalent units, drawing more than 65,700 delegates.

At the conference, Mr. Phan Van Thang presented the Provincial Party Committee’s plan to implement Resolution No. 29, dated October 15, 2026, of the 14th Party Central Committee on continuing to innovate and perfect the Party’s leadership and governance methods in the new era.

Addressing the need for comprehensive and coordinated reform of organizational and personnel affairs, Mr. Phan Van Thang emphasized the imperative of operating the new organizational structure effectively, eliminating redundant intermediaries, and building a streamlined political system that operates with high efficiency and efficacy. Regarding decentralization and the delegation of authority, he stressed that power must be delegated clearly and substantively, tied directly to accountability and oversight mechanisms. Measures are needed to curb accountability-dodging and the tendency to seek approval from higher authorities on matters within one’s own jurisdiction. Under this framework, the provincial level will focus on coordinating resources and training commune-level officials, while commune-level authorities directly serve the people.

On personnel affairs, the Party’s direct, comprehensive, and unified leadership must remain paramount. Officials should be evaluated fairly and objectively, with practical results serving as the primary yardstick, while strictly enforcing dynamic personnel mobility (“flexible appointment, dismissal, promotion, and demotion”). At the same time, internal political security must be tightened, and protection provided for officials who dare to think, dare to act, and dare to take responsibility in the common interest.

Next, Ms. Nguyen Thi Kim Tuyen, member of the Standing Board and Head of the Provincial Party Committee’s Commission for Information and Education, presented two key topics: the Provincial Party Committee's plan to implement Resolution No. 30, dated October 15, 2026, of the 14th Party Central Committee on focusing on building a contingent of officials at all levels and fundamentally and comprehensively reforming personnel work to meet national development requirements in the new era; and the plan to implement Resolution No. 31, dated October 15, 2026, on strengthening Party building and rectification and fostering an all-round clean, strong political system to meet the country’s development requirements in the new era.

Speaking at the conference, Secretary Ngo Chi Cuong highlighted core issues and key tasks that each Party committee, official, and member must thoroughly understand and execute.

On investment, business, and human resource development, Chairman Nguyen Thanh Nhan presented the Provincial Party Committee’s action program to operationalize Regulation No. 224, dated October 14, 2026, of the 14th Party Central Committee on Party members’ participation in investment and business activities.

He emphasized that the core principle was to encourage lawful investment and business activities, unlocking resources for economic development while maintaining strict power oversight and preempting conflicts of interest, corruption, and irregularities. The goal is to mobilize additional legitimate resources for development while upholding discipline and order, ensuring a transparent, open, and level business playing field, and shoring up businesses’ and the public’s confidence in the Party and the government.

Also at the conference, Chairman Nguyen Thanh Nhan presented the Provincial Party Committee’s action program to implement Conclusion No. 105, dated October 15, 2026, of the 14th Party Central Committee on attracting and leveraging talent across spearhead sectors to support the country’s rapid and sustainable development.

According to Chairman Nguyen Thanh Nhan, attracting and utilizing talent must become a pivotal solution for Dong Thap to improve governance capacity, promote science, technology, and innovation, develop spearhead economic sectors, and achieve rapid and sustainable growth. The province must assign the right tasks to the right people, delegate appropriate mandates, secure adequate resources, and accurately appraise performance. Talent attraction should move away from mere headcount expansion; rather, high-caliber individuals must be leveraged to tackle major, complex challenges, delivering tangible products and new value for Dong Thap’s development.

Continuing the agenda, Chairman Nguyen Thanh Nhan presented the Provincial Party Committee’s action program to implement Conclusion No. 106, dated October 15, 2026, of the 14th Party Central Committee on socio-economic performance, implementation of the 2026 state budget, and the 2027 plan.

Speaking at the conference, Secretary Ngo Chi Cuong underscored that resolutions, programs, and detailed plans provide an important foundation, yet final outcomes hinge on political resolve, a high sense of responsibility, and execution quality. He therefore urged Party committees and organizations to arrange further study and discussion of the Provincial Party Committee’s action plans among officials and members. These discussions should be tailored to the local realities of each locality, agency, and unit to pin down key priorities and practical measures. Democracy must be fostered, accountability heightened, and consensus forged in both awareness and action to drive effective implementation.

Secretary Ngo Chi Cuong demanded the swift translation of guidelines into concrete action programs tailored to functional duties and practical circumstances. Each plan must clearly delineate tasks, lead agencies, coordinating bodies, accountable individuals, timelines, deliverables, and evaluation metrics—eradicating superficial, mechanical copy-pasting, and treating practical outcomes as the ultimate yardstick.

Concurrently, leadership must ensure the synchronized execution of Party building and political system development alongside socio-economic growth. The Party Delegations of the Provincial People’s Council and the Provincial People’s Committee must promptly institutionalize action programs and secure resources for implementation. They should also thoroughly review organizational structures, job positions, and talent attraction policies, while focusing heavily on socio-economic development targets. Party committees directly subordinate to the Provincial Party Committee must localize tasks to suit grassroots realities, elevate the quality of Party organizations and cadres, champion the accountability of Chairman of the People’s Committee, and promptly resolve emerging local issues.

Secretary Ngo Chi Cuong affirmed that localizing and executing the Central Committee’s resolutions, regulations, and conclusions directly dictate the leadership capacity and combativeness of the provincial Party organization, as well as the efficiency and efficacy of the entire political system. “The utmost priority now is for every official and Party body to translate awareness into action, and blueprints into specific, trackable, and output-oriented tasks with clear mandates and timelines,” he stressed.

Emphasizing that the ultimate goal of the Party and State is rapid national development and elevating citizens' living standards, Secretary Ngo Chi Cuong urged every Party committee, agency, and member—particularly heads of units—to further elevate their sense of responsibility and uphold strict discipline. Task completion and public satisfaction must serve as the ultimate metrics of work efficiency, driving efforts to successfully achieve all set goals.
