Dong Thap: Review Conference on the All People Protecting National Security Movement
(DTO) On the morning of January 16, the Steering Committee for Developing the All People Protecting National Security Movement of Dong Thap Province held a conference to review the implementation of the movement in 2025 and the All People Protecting National Security Emulation Movement for the 2022-2025 period.
The event also introduced new models for the movement, mass mobilization, and digital transformation.
In attendance were Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, and Head of the Provincial Steering Committee for the All People Protecting National Security Movement; Major General Lam Phuoc Nguyen, Member of the Standing Committee of the Provincial Party Committee and Director of the Dong Thap Provincial Police Department; along with leaders of provincial departments and agencies, members of the Provincial Steering Committee, and leaders of People’s Committees and Police Departments across communes and wards in the province.
During the conference, delegates viewed a short documentary highlighting the results of the 2025 All People Protecting National Security Movement and the 2022-2025 emulation movement. Based on this, the conference provided a comprehensive assessment of achievements, identified advantages and challenges, and analyzed the causes of limitations, drawing lessons and defining key tasks for the Provincial Steering Committee in 2026.
Delegates also engaged in discussions, sharing effective models and practices in developing the movement, while candidly pointing out difficulties in mobilizing local residents to participate in crime prevention at the grassroots level. These insights serve as a foundation for further improvement and expansion of suitable models in the coming period.
The conference announced the establishment of two new models under the All People Protecting National Security Movement. Specifically, the model “Two-Tier Party Committees and Local Authorities Directly Participating in Ensuring Security and Order” will be piloted in Trung An Ward and My Hiep Commune. The model “Three Forms of Support with Religious Communities” (support in security and order; support in social welfare; support in digital transformation) will be piloted at Vinh Trang Pagoda (Office of the Vietnam Buddhist Sangha in Dong Thap Province) and Buu Long Pagoda (Office of the Hoa Hao Buddhist Representative Board).
In addition, to further promote mass mobilization and digital transformation, the Dong Thap Provincial Police Department developed the model “Skillful Mass Mobilization” titled “Dong Thap Provincial Police Department Supporting Children of Detainees and Inmates” and the digital transformation model “iCA-Dong Thap.” The “iCA-Dong Thap” app provides a digital map with directions to the police stations and People’s Committees across 102 communes and wards in the province; guides citizens in completing administrative procedures related to the police sector; and receives public feedback and petitions, helping improve service quality and ensure social welfare.
Speaking at the conference, Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Thap Provincial People’s Committee, acknowledged and commended the efforts and achievements of all levels of the Steering Committee, provincial departments, agencies, organizations, armed forces, and the people in building the All People Protecting National Security Movement over the past period.
He also requested continued adherence to and effective implementation of the guidelines, resolutions, directives, and conclusions of the Party, the State, the Ministry of Public Security, and the province on ensuring security and order and promoting the All People Protecting National Security Movement. He emphasized the need to innovate communication methods to raise awareness and responsibility; enhance the application of technology and digital transformation in the movement; further expand the All People Protecting National Security Emulation Movement; and regularly conduct evaluations, reviews, commendations, and timely rewards.
On this occasion, in recognition of outstanding contributions to the All People Protecting National Security Emulation Movement, the Chairman of the Provincial People’s Committee awarded 130 Certificates of Merit to collectives and individuals with exceptional achievements during the 2022-2025 period. At the same time, the Director of the Dong Thap Provincial Police Department presented Certificates of Commendation to 197 collectives and individuals for their notable accomplishments in the same period, helping spread exemplary role models in the cause of national security protection at the local level.
