Dong Thap: Strengthening the “People’s Heart Posture” in Cyberspace

(DTO) On the morning of July 22, the Ho Chi Minh National Academy of Politics, in collaboration with the Dong Thap Provincial Party Committee, held a scientific seminar titled “Assessing the Process and Outcomes of Building the People’s Heart Posture in Cyberspace in the Southwestern Border Region.” 

Attending the seminar were Assoc. Prof. Dr. Trinh Thi Xuyen, Deputy Director of the Institute of Politics and International Relations and head of the working delegation; Dr. Tran Mai Hung, Deputy Director of the Institute of Politics and International Relations; Pham Nguyen Hoang Vu, Deputy Head of the Provincial Party Committee’s Commission for Communication, Education and Mass Mobilization; along with representatives of provincial departments, agencies, the Provincial School of Politics, and leaders of border communes and wards. 

Dong Thap shares more than 50 kilometers of land border with Prey Veng Province, Cambodia. Building the “people’s heart posture” in cyberspace has therefore been identified as a task of particular importance, contributing to political stability, national defense and security, and strengthening public trust in the Party. 

In implementing the Party’s policy on building an all-people national defense closely integrated with the people’s security posture, as well as Politburo’s Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, the Provincial Party Committee’s Commission for Communication, Education and Mass Mobilization has proactively advised the Standing Committee of the Provincial Party Committee on directing the implementation of a wide range of coordinated measures to strengthen the people’s heart posture in cyberspace. These efforts have gradually improved the effectiveness of public communication, expanded the reach of official information, and enhanced the public’s resilience against false and malicious online content. 

During the seminar, participants assessed the current implementation of the people’s heart posture in cyberspace across border localities, with particular attention to Dong Thap’s models, approaches, and experience following the reorganization of administrative units. They also reviewed achievements in areas such as public communication, public opinion guidance, dissemination of official information, countering false and harmful content, and encouraging public participation in the digital environment. 

Participants also analyzed existing challenges and limitations, including grassroots digital infrastructure, the digital capabilities of local officials, coordination mechanisms among relevant agencies, and emerging threats in cyberspace. Based on these discussions, delegates proposed a range of solutions to further enhance the effectiveness of building the people’s heart posture in cyberspace, in line with the practical conditions of Dong Thap Province and Vietnam’s Southwestern border region. 

The seminar also covered a range of current issues, including strengthening the role of Party committees, local authorities, and hamlet and residential quarter leaders in public communication and citizen engagement on digital platforms; helping mainstream media remain competitive with social media while improving its ability to guide public opinion; raising public awareness of attempts to exploit ethnic and religious issues online; promoting the effective use of online public services; ensuring data security and personal privacy during data integration and digital transformation; and addressing disputes and conflicts of interest in cyberspace. 

At the seminar, Assoc. Prof. Dr. Trinh Thi Xuyen emphasized that building the people’s heart posture in cyberspace is an urgent requirement amid accelerating digital transformation and deeper international integration. She noted that the seminar aimed to assess implementation at the local level, identify achievements and shortcomings, and propose practical solutions to further strengthen public trust and reinforce the great national unity bloc in the digital environment. 

According to Assoc. Prof. Dr. Trinh Thi Xuyen, the views and recommendations shared at the seminar will be compiled to support further research and the development of solutions to enhance the effectiveness of building the people’s heart posture in cyberspace, contributing to national defense, security, and the sustainable development of Vietnam’s Southwestern border region in the new era.
