Midterm Review of Six Resolutions on Socio-Economic Development Across Six Regions Toward 2030, with a Vision to 2045.

(DTO) The Party Central Committee’s Commission for Policies and Strategies on April 2 held a conference to review the implementation of six resolutions issued by the 13th Politburo on socio-economic development and national defense and security for six socio-economic regions through 2030, with a vision to 2045.

Nguyen Thanh Nghi, Politburo member, Secretary of the Party Central Committee, and Head of the Central Policy and Strategy Commission, chaired the session at the national site. The conference was held in a hybrid format, connecting with locations nationwide.

At the Dong Thap provincial site, attendees included Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Chau Thi My Phuong, Deputy Secretary of the Provincial Party Committee; along with leaders of provincial departments and agencies.

The conference discussed the draft midterm review report and the draft conclusions of the Politburo for the following regions: the Northern Midlands and Mountains; the Mekong Delta; the Central Highlands; the Southeast; the North Central and Central Coastal region; and the Red River Delta.

Participants assessed achievements, identified shortcomings and challenges, and proposed solutions to further implement the Resolutions effectively, thereby promoting socio-economic development in tandem with national defense and security toward the 2030 goals and 2045 vision.

In implementing the Politburo’s Resolutions, particularly Resolution 13 on Mekong Delta development, Dong Thap has proactively translated them into programs and action plans, ensuring strong, coordinated, and practical execution suited to local conditions. Initial implementation has produced encouraging results.

The provincial economy has maintained solid growth. From 2022 to 2025, Dong Thap’s average GRDP growth rate reached 7.0% per year (7.4% in 2025), contributing significantly to regional development: GRDP accounts for 22.7% of the Mekong Delta; budget revenue accounts for 21.8% (24.2 trillion VND in 2025); exports reached 9.4 billion USD in 2025, ranking first and making up around 44% of the region’s total; and total social investment capital accounts for 20.8% of the region.

Economic restructuring continues positively, with agriculture shifting toward higher quality and added value. Emerging economic models, such as the digital economy and green economy, are gradually taking shape and expanding.

Administrative reform and efforts to build a friendly, business-supportive administration have accelerated, creating an increasingly favorable investment environment. Regional linkage programs and projects, especially transportation works that enhance connectivity, have been prioritized, helping expand development space.

Aligning with major central orientations, Dong Thap has set development targets for 2026-2030, aiming for an average annual GRDP growth rate of at least 9%, reaching 10% by 2030, consistent with the national growth orientation of 10% in a sustainable manner. The province has outlined key orientations and is implementing multiple priority solutions to achieve these goals.
