Nguyen Thanh Nhan Elected Chairman of Dong Thap Provincial People’s Committee

(DTO) On the afternoon of September 9, the 11th-term Dong Thap Provincial People’s Council convened its 4th session, a thematic session, to carry out procedures for personnel work. Attending the session from the central level were Pham Thanh Ngai, Deputy Inspector General of the Government Inspectorate and former Deputy Secretary of the Dong Thap Provincial Party Committee; and Ho Thuy Hien, Deputy Director of the Department of Local Affairs III under the Central Organization Commission. 

Representing Dong Thap Province were Ngo Chi Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Phan Van Thang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province; Chau Thi My Phuong, Deputy Secretary of the Provincial Party Committee and Head of the provincial National Assembly delegation; Nguyen Thanh Nhan, Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Committee’s Standing Board; members of the 16th-term National Assembly delegation; leaders of provincial departments and agencies; and 81 of the 85 delegates of the 11th-term Provincial People’s Council.

The session was chaired by Ngo Chi Cuong, Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Pham Van Chuan, Member of the Provincial Party Committee’s Standing Board and Permanent Vice Chairman of the Provincial People’s Council; and Tran Thanh Nguyen, Member of the Provincial Party Committee’s Standing Board and Vice Chairman of the Provincial People’s Council. 

At the session, the Provincial People’s Council carried out personnel procedures within its authority. Provincial People’s Council delegates held a secret ballot to elect Nguyen Thanh Nhan, Deputy Secretary of the Provincial Party Committee, as Chairman of the Dong Thap Provincial People’s Committee for the 2026-2031 term, with a high level of support. 

Nguyen Thanh Nhan, born in 1977, is from Phuoc Hoa Commune, Ho Chi Minh City. He has received comprehensive professional training and holds a Doctorate in Economics, a degree in Civil Engineering and an Advanced Degree in Political Theory.

Nguyen Thanh Nhan is regarded as a cadre who rose through grassroots positions, gaining experience in various roles. He is known for his innovative thinking, leadership capacity, and experience in directing and managing the operations of the Provincial People’s Committee.

Speaking after being elected Chairman of the Provincial People’s Committee, Nguyen Thanh Nhan said he fully understood that the position was both a great honor and a heavy responsibility to the Party organization, authorities, People’s Council, voters and people of the province.

He said the 2026-2030 period would be particularly important. The overarching goal is to build a Dong Thap that achieves rapid, green and sustainable development; strive for double-digit economic growth; improve the productivity, quality, efficiency and competitiveness of the economy; and continuously raise people’s incomes and quality of life. 

He emphasized that double-digit growth must go hand in hand with higher-quality growth. The province needs to build a more competitive economic structure, a more integrated infrastructure system, a stronger business community and a higher-value-added agricultural sector. 

Growth must be substantive and sustainable, while going hand in hand with social progress and equality, cultural development, environmental protection and proactive adaptation to climate change, as well as ensuring national defense, security, public order and social safety. 

The newly elected Chairman of the Provincial People’s Committee outlined five key tasks and solutions to focus on in the coming period. 

The Chairman pledged to remain humble, receptive and fully committed; preserve unity and promote collective wisdom; stay close to grassroots organizations and listen to the people; match words with actions; have the courage to think, act and take responsibility for the common good; and work with the provincial leadership to build an action-oriented, service-focused, disciplined and effective administration. 

The province will consistently follow the principle of “clear people, clear tasks, clear responsibilities, clear timelines, clear products/results and clear authority.” All policies must be assessed based on concrete results and improvements in people’s lives. 

People and businesses must truly be the center, key actors and driving forces of development. The authorities must stay close to the people and the grassroots, listen, engage in dialogue and take action; and value residents, businesses, investors and those who contribute initiatives to the province. 

The province will continue to build on the achievements of previous generations, maintain unity, take decisive action, unlock all available resources, and strive to develop Dong Thap in a rapid, green, modern and sustainable manner. 

The newly elected Chairman also expressed his hope for continued leadership, direction, attention and support from the central government; leadership from the Provincial Party Committee, its Standing Committee and the Secretary of the Provincial Party Committee; coordination and oversight from the Provincial People’s Council; cooperation from the provincial Vietnam Fatherland Front Committee and authorities and agencies at all levels; and, especially, the consensus and joint efforts of the business community and people. 

A new Dong Thap must be built on its historical and cultural foundations, with new thinking, new development space, new drivers and new approaches to action. 

At the session, Provincial People’s Council delegates also carried out procedures to relieve Le Quang Khoi, former Director of the Department of Science and Technology, of his position as a member of the Provincial People’s Committee for the 2026-2031 term following his reassignment to a new position.

The delegates also elected Pham Thi Ngoc Dao, Director of the Dong Thap Provincial Department of Home Affairs, and Ngo Huynh Quang Thai, Director of the Dong Thap Provincial Department of Science and Technology, as additional members of the Dong Thap Provincial People’s Committee.

Speaking at the closing session, Secretary Ngo Chi Cuong expressed his appreciation for the positive and dedicated contributions of Pham Thanh Ngai during his tenure as Chairman of the Provincial People’s Committee. He congratulated Nguyen Thanh Nhan and the officials newly entrusted by the Provincial People’s Council with their new responsibilities. 

He called on them to continue promoting their capabilities, experience and dedication in their new positions; maintain solidarity and unity; strictly observe discipline and regulations; and work with the Provincial People’s Committee to effectively fulfill their assigned responsibilities and duties. 

In particular, Nguyen Thanh Nhan, as head of the Provincial People’s Committee, was urged to immediately get to work and, together with the provincial leadership, quickly take up his responsibilities, maintain solidarity and unity, improve the effectiveness and efficiency of leadership and administration, continue to build on and promote the achievements already made, stay close to practical realities in leadership and administration, take decisive action in implementation, and have the courage to think, act and take responsibility for the common good. 

Secretary Ngo Chi Cuong emphasized that the confidence placed in the new leadership today must translate into results tomorrow, reflected in concrete improvements in socio-economic development, the effectiveness of state management and people’s lives. 

To effectively fulfill the province’s political tasks and requirements in the coming period, Secretary Ngo Chi Cuong called for focus on the following key tasks: 

First, the Standing Committee of the Provincial People’s Council must urgently complete the necessary documents and procedures to submit the election results for Chairman of the Provincial People’s Committee to the Prime Minister for approval in accordance with the law. 

Second, the Provincial People’s Committee and its members must immediately take up their responsibilities; review and clearly assign specific tasks, with clear personnel, tasks and responsibilities; and ensure continuity in leadership, direction and administration, without any gaps or interruptions in state management. 

They must focus on reviewing the socio-economic development targets and tasks for 2026 and the entire term, clearly identifying key tasks as well as outstanding difficulties and obstacles requiring focused direction and resolution. 

Priority should be given to addressing difficulties faced by businesses and promoting production and business activities; accelerating the implementation of key works and projects; continuing administrative reform and improving the quality of public services; and effectively implementing social welfare policies and caring for people’s livelihoods. 

At the same time, preparations should be made proactively for matters to be submitted to the Provincial People’s Council at its next thematic session, ensuring that all documents, submissions and draft resolutions are carefully prepared, follow proper procedures and meet deadlines and quality requirements.

Third, Provincial People’s Council delegates must continue to properly fulfill their responsibilities as representatives of the people and promptly inform voters of the session’s results and the matters decided by the Provincial People’s Council. 

They must remain close to grassroots organizations and maintain close ties with voters and the people; listen to, receive and fully convey their legitimate concerns and aspirations to the Provincial People’s Council. 

They should also strengthen their oversight role, particularly in monitoring the implementation of Provincial People’s Council resolutions, helping ensure that policies and measures, once adopted, are implemented seriously and effectively to better serve residents and businesses. 

Secretary Ngo Chi Cuong expressed his confidence that with solidarity and unity across the political system, a strong sense of responsibility among officials and Party members, the support of the business community and the people, and an effective and efficient administration, Dong Thap will achieve rapid and sustainable development in the coming period.
