Provincial Party Committee Secretary Ngo Chi Cuong: Determined to Build a Prosperous Dong Thap
(DTO) According to Member of the Party Central Committee, Provincial Party Committee Secretary, and Provincial People’s Council Chairman Ngo Chi Cuong, the province remains firmly committed to building a prosperous Dong Thap. He delivered this directive at the third (expanded) Conference of the Provincial Party Committee on April 7.
The conference took place in a hybrid format, reviewing the implementation of political tasks in the first quarter and setting out key priorities for the second quarter of 2026.


The meeting was chaired by Ngo Chi Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Council; Phan Van Thang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province; and Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee.
Attendees included representatives from the Party Central Committee’s commissions and offices, members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee, and leaders of provincial departments and agencies.
According to the Provincial Party Committee’s report, despite a heavy mix of routine and unexpected tasks in the first quarter of 2026, Dong Thap still achieved significant results thanks to the consistent leadership of the Standing Board of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee, along with the unity and concerted efforts of the entire political system.

In Party building, local committees promptly implemented Central resolutions and directives while aligning them with the operation of the two-tier local government system and major political events. Personnel work was carried out rigorously and in accordance with procedures. The province consolidated 12 members of the Provincial Party Committee, 3 members of the Standing Committee of the Provincial Party Committee, and 1 Deputy Secretary for the 2025-2030 term. It also continued restructuring and assigning officials to ensure that 100% of commune-level People’s Committee chairpersons are non-locals. The first sessions of People’s Councils at all levels for the 2026-2031 term were held successfully.
Mass mobilization and social welfare remained priorities, especially support for residents during the Lunar New Year. The election of deputies to the 16th National Assembly and People’s Councils at all levels recorded a voter turnout of 99.68%. Inspection and supervision were further strengthened, with a focus on sensitive areas and anti-corruption efforts. Two Party organizations and two Party members were placed under supervision, and one case was reviewed for disciplinary action.


In economic affairs, agricultural production remained stable with 1,061 OCOP-certified products. Industry continued to recover, with the industrial production index rising 11.5%. Trade and services were vibrant. Total retail sales surpassed 72.374 trillion VND, up 11.1%. Export turnover reached USD 2.25 billion, up 11.8%.
The province saw 1,181 newly established enterprises, bringing the total number of active businesses to 13,747. It attracted one new FDI project and one project with a capital increase. Budget revenue reached nearly 6.095 trillion VND, and total social investment capital exceeded 18.049 trillion VND.
Tourism posted impressive growth with about 3.2 million visitors, a year-on-year increase of more than 50%, generating roughly 1.55 trillion VND in revenue. Labor and employment indicators were also positive, with over 7,200 workers securing jobs and nearly 700 laborers working abroad.


Healthcare, science and technology, and digital transformation continued to advance effectively. National defense, security, and social order remained stable.
Alongside these achievements, delegates candidly pointed out ongoing challenges and proposed key tasks and solutions for the coming period. Recommendations focused on promoting science and technology, accelerating digital transformation, expanding core crop-growing areas, developing interregional economic linkage models, strengthening drought and salinity prevention, ensuring adequate domestic water supply, preventing forest fires in the dry season, stabilizing fuel supply amid market fluctuations, and boosting investment attraction, tourism, trade promotion, import-export activities, business support, and public investment disbursement.
To meet the targets, especially economic growth in a challenging environment, Provincial Party Committee Secretary Ngo Chi Cuong, in his concluding remarks, called for concentrated efforts on several key tasks. These include building a clean, strong Party and political system; firmly rectifying work discipline; raising responsibility and public service ethics, particularly among leaders; and eliminating delays, avoidance, and the shifting of responsibility, underscoring that “delay is a shortcoming, and passing responsibility is a violation.” He urged proactive streamlining of the apparatus and strengthening human resources to meet digital transformation demands.
He stressed stronger inspection and supervision, with assignments that clearly define who is responsible, what needs to be done, timelines, and expected outcomes, paired with routine oversight. Errors must be corrected promptly, obstacles resolved quickly, and tasks completed in compliance with regulations, on schedule, and with quality.
He called for boosting production and business activities, proactively expanding export markets, especially for agricultural products, and effectively using public land to attract investment. The province must accelerate project implementation, reform administrative procedures, and work closely with businesses. Priority should be given to supporting efficient investors in scaling up production. Industrial zone development must move quickly, with a focus on site clearance and public investment disbursement. He also highlighted the need to invest strongly in science, technology, innovation, and digital transformation; develop logistics and cold-storage infrastructure; and stimulate domestic consumption.

At the same time, he called for breakthroughs in public investment and infrastructure; completion of the provincial planning process; and prioritization of key projects. Digital and green infrastructure should be advanced to form a foundation for the digital economy and sustainable development. He also emphasized improving education and healthcare, ensuring sufficient schools, medicines, and medical supplies; increasing the number of doctors and hospital beds; and advancing workforce training aligned with business needs to raise human resource quality. The province must also safeguard a peaceful and stable border and ensure absolute safety during major events.
Secretary Ngo Chi Cuong urged all officials, public servants, and employees across the political system to abandon outdated administrative thinking and embrace the mindset of “finishing the work, not just the work hours,” together with the spirit of “Standing with businesses - Understanding the people - Determined for a prosperous Dong Thap.” Every official must be exemplary, decisive, responsible, and proactive in removing bottlenecks in their fields to achieve the province’s goal of double-digit growth. He expressed confidence that from the second quarter of 2026 onward, Dong Thap will accelerate and lay a solid foundation for a successful year.
