(DTO) In recent days, from urban centers to rural areas across the country, streets are adorned with flags and banners celebrating the 14th National Party Congress with a festive spirit. The 14th Congress carries particularly important, defining significance and stands as a historic milestone in the nation’s development journey.

With the motto “Solidarity - Democracy - Discipline - Breakthrough - Development,” the 14th National Party Congress holds the significant responsibility of establishing strategic decisions that will lay the foundation for successfully achieving the country’s two centennial development goals.

These include the targets of rapid and sustainable national development, improving and comprehensively enhancing people’s living standards, and fulfilling the goal of becoming a developing nation with a modern industrial sector and upper-middle income by 2030.

During the past term, our Party has steadily strengthened public trust through policies, guidelines, and strategic decisions aligned with the people’s hearts.

This is especially evident in efforts to ensure people’s well-being, with the recent examples of the COVID-19 pandemic and the severe floods in Central Vietnam in late November 2025.

Looking back at the floods that struck from November 15 to 22, 2025, this event surpassed previous records, causing unprecedented natural disasters in decades and severely affecting many areas such as Dak Lak, Gia Lai, Quang Ngai, and Khanh Hoa, resulting in extensive human and material losses.

Immediately afterward, the government launched the “Quang Trung Campaign,” mobilizing military and police forces to rapidly rebuild damaged homes, helping affected households secure new housing in time for the Lunar New Year.

These examples demonstrate that the principle of “leaving no one behind” is a humane and correct policy, and a strong commitment of the Party to ensuring that all citizens, especially vulnerable groups and residents of remote areas, benefit from development achievements and have access to social welfare. This principle has been consistently upheld in both mindset and action.

As a result, the Party has continued to strengthen its credibility and reinforce public trust.

The people’s trust in the Party does not only come from its people-centered policies but also from its political courage, leadership capacity, governance effectiveness, fighting spirit, unity, and determination. It reflects the Party’s will, aspiration for development, forward-looking vision, and decisive actions, all rooted in the resolve to build a nation that is “more dignified, stronger, and more beautiful.”

Looking back at the previous tenure, this becomes even clearer. The 13th National Party Congress took place under special circumstances, with various intertwined and overlapping challenges.
However, challenges are not barriers. They forge willpower and strengthen determination.

Embracing the spirit that strength is proven through adversity, the entire Party, people, and armed forces united to successfully implement the Resolution of the 13th Congress, achieving many significant, comprehensive, and breakthrough results, with numerous notable highlights. Most of the key targets were fundamentally accomplished.

Vietnam’s economy overcame multiple difficulties, maintained macroeconomic stability, sustained a solid growth momentum, and strengthened resilience and adaptability, creating an important foundation and room for faster and more sustainable development in the coming period.

The three strategic breakthroughs identified at the 13th Congress remain critical for the 2021-2030 period. Stepping into the 14th Congress, they must be pursued vigorously, swiftly, and thoroughly, as they are essential levers for national advancement. Those strategic breakthroughs include institutional framework and its implementation, human resource development, and modern, synchronized infrastructure.

The documents of the 14th National Party Congress also emphasize the imperative of action, the accountability of every level, every sector, and every cadre, and the need to resolutely overcome the situation of “much talk, little action,” “good words, poor execution,” or even “saying without doing.” These are precisely what the people expect the Party to address decisively so that the nation continues to advance rapidly, strongly, and sustainably, striving to become a developed, high-income country by 2045.

For these reasons, the 14th National Party Congress is not only a Congress of trust and aspiration. It is truly a Congress of the people’s hearts.
