The First Session of the 11th Dong Thap Provincial People’s Council: Completing Organizational Consolidation, Focusing on Development Tasks

(DTO) On the morning of March 30, at Ap Bac Hall, as part of the agenda of the first session of the 11th Provincial People’s Council (2026–2031 tenure), delegates conducted elections for key leadership positions, including the Chairperson and Vice Chairpersons of the Provincial People’s Council, heads of its committees, as well as the Chairperson, Vice Chairpersons, and members of the Provincial People’s Committee.

The session conducted personnel tasks within its authority, ensuring strict adherence to legal processes and procedures. These were based on the Central Government’s personnel orientation documents and formal proposals for the nomination of candidates for the positions of Chairperson and Vice Chairpersons of the 11th Provincial People's Council; Heads of the Council's Boards; and the Chairperson, Vice Chairpersons, and Members of the Provincial People's Committee for the 2026-2031 tenure.

As a result of the election, Mr. Ngo Chi Cuong, Member of the Party Central Committee and Secretary of the Provincial Party Committee, was elected Chairman of the 11th Provincial People's Council for the 2026-2031 tenure. Mr. Pham Van Chuan, Member of the Standing Committee of the Provincial Party Committee and Standing Vice Chairman of the Provincial People's Council (2021-2026 tenure), and Mr. Tran Thanh Nguyen, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council (2021-2026 tenure), were re-elected as Vice Chairman of the 11th Provincial People's Council.

Furthermore, delegates elected Ms. Nguyen Thị Kim Nhung as Head of the Legal Affairs Board; Mr. To Hoang Khuong as Head of the Economic and Budgetary Board; and Ms. Doan Duy Thuy Ngan as Head of the Cultural and Social Affairs Board.

Regarding the Provincial People's Committee: Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the 10th Provincial People's Committee, was re-elected as Chairman of the 11th Provincial People's Committee (2026-2031 tenure). The following officials were also re-elected as Vice Chairpersons of the Provincial People's Committee: Mr. Tran Van Dung (Standing Vice Chairperson), Mr. Nguyen Thanh Dieu, Mr. Huynh Minh Tuấn, and Mr. Nguyen Phuoc Thien.

Delegates of the Provincial People's Council also proceeded to elect the Members of the Provincial People's Committee for the 2026–2031 tenure, as well as the People's Assessors for the Provincial People's Court and regional People's Courts of Dong Thap for the same period.

During this session, delegates listened to a summary report from the Vietnam Fatherland Front Committee of the province, synthesizing the opinions and petitions of voters collected during the election of delegates for the 11th Provincial People's Council (2026–2031 tenure). Additionally, the draft Resolution on the plan to organize regular sessions in 2026 for the 11th Provincial People's Council was officially approved.


In his closing remarks, Provincial Party Secretary and Chairman of the Provincial People's Council Ngo Chi Cuong emphasized: The 2026–2031 tenure is being deployed in the context of the province having completed administrative restructuring and mergers, creating a new space for development. Following a period of organizational stabilization, the current requirement is to ensure the synchronous, smooth, and effective operation of the entire political system, creating distinct changes right from the start of the tenure.

The year 2026 marks the first year of implementing the Resolution of the Provincial Party Congress for the 2025–2030 tenure, holding special significance as it lays the foundation for the entire term. The results of this inaugural year will directly impact the ability to achieve the set goals and targets. Therefore, the mandate is to act immediately, deploying tasks with focus and priority—ensuring clarity in tasks, responsibilities, and progress while resolutely overcoming fragmented or superficial execution. Consequently, following this session, agencies of the People's Council, the People's Committee, departments, sectors, localities, and delegates are urged to urgently complete dossiers for the approval of positions by competent authorities. They must continue to refine the organizational apparatus after the mergers to ensure seamless operation statewide and quickly issue working regulations based on the principle of "clear people, clear tasks, clear responsibilities, and clear results," ensuring no interruption or gaps in leadership and administration.


Simultaneously, it is essential to strengthen the close coordination between the People's Council, the People's Committee, judicial agencies, departments, sectors, and local governments. This ensures unity in leadership, direction, and administration across the province. The role of the Vietnam Fatherland Front (VFF) and socio-political organizations must be leveraged to participate in government building, consolidate the great national unity bloc, create social consensus, and enhance the people's trust.
 

Furthermore, the Provincial People's Committee must focus on drastically and effectively directing the implementation of tasks in the new phase, maximizing potentials and advantages following the merger to create development momentum for the entire province. At the same time, administrative reform must be accelerated to build a "service-oriented government." Public service discipline and order must be tightened, emphasizing the responsibility of top leaders. Legitimate petitions from voters must be handled promptly and decisively, avoiding backlogs—especially issues arising after the restructuring and stabilization of the organizational apparatus. Notably, focus must be placed on the thorough preparation of contents to be presented at the 2026 mid-year regular session, ensuring quality, progress, and feasibility to meet the province's developmental requirements.

The Standing Committee of the People's Council, its boards, and delegates must continue to innovate and improve the quality of their activities. They are tasked with enhancing the efficacy and efficiency of supervision, particularly regarding the implementation of tasks by agencies and units, ensuring that guidelines and policies are executed seriously and effectively. They must proactively coordinate with the Provincial People's Committee and relevant agencies in preparing the agenda for future People's Council sessions.

Mr. Ngo Chi Cuong noted: Each delegate of the Provincial People's Council must continue to uphold their role as representatives of the people's will and aspirations. They must maintain close ties with voters, listen to and fully reflect the people's opinions, and monitor the resolution of petitions to consolidate public trust and enhance the quality of the Council's activities in the new tenure.

The first session successfully completed the consolidation of the apparatus for the new term within its authority. With solidarity, discipline, and high determination, Mr. Ngo Chi Cuong called for "everything for a new Dong Thap province," sharing a single will and action toward a victorious belief. It is believed that substantive changes will be achieved right from the start of the term, laying the foundation for the successful realization of the set goals.
