The Second Session of the 11th Dong Thap Provincial People’s Council: Many Important Resolutions Adopted

(DTO) On the morning of May 11, at Meeting Room No. 02 of the Provincial Convention Center, the 11th Dong Thap Provincial People’s Council for the 2026–2031 tenure convened its Second Session to consider and decide on urgent matters within its jurisdiction.

Attending the session were: Mr. Ngo Chi Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Council; Ms. Chau Thi My Phuong, Deputy Secretary of the Provincial Party Committee and Head of the 16th National Assembly Delegation of Dong Thap Province; Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; members of the Standing Board of the Provincial Party Committee; Vice Chairpersons of the Provincial People’s Council and Provincial People’s Committee, along with 81 out of 85 delegates of the 11th Provincial People’s Council.

At the session, based on the proposals from the Heads of the People’s Council Committees, the Standing Board of the Provincial People’s Council issued Resolutions approving the quantity and list of Vice Heads, full-time members, and part-time members of the Committees for the 2026–2031 tenure.

Mr. Tran Van Dung, Standing Vice Chairman of the Provincial People’s Committee, presents a summary of the Proposal and draft Resolution on adjusting the Dong Thap Provincial Master Plan for the 2021–2030 period, with a vision toward 2050.

Accordingly, the Economy and Budget Committee consists of 2 Vice Heads, 1 full-time member, and 9 part-time members. Mr. Nguyen Duc Toan and Mr. Phan Quang Chau hold the positions of Vice Heads; Ms. Pham Thi Thu Hong is the full-time member.

Ms. Nguyen Kim Tuyen, Member of the Provincial People’s Committee and Director of the Department of Finance, presents summaries of Proposals and draft Resolutions on adjusting and supplementing the 2026 public investment plan in Dong Thap Province.

The Culture and Social Affairs Committee of the Provincial People's Council consists of 2 Vice Heads, 1 full-time member who is a People's Council delegate, and 9 part-time members who are People's Council delegates. Mr. Huynh Thanh Hien and Ms. Nguyen Thị Tuyet Van serve as Vice Heads; Mr. Nguyen Quoc Thinh is the full-time member People's Council delegate.

Mr. Le Quang Tri, Member of the Provincial People’s Committee and Director of the Department of Education and Training, presents a summary of the Proposal and draft Resolution regarding meal support policies for children and students at the Dong Thap Provincial School for Children with Disabilities.

The Legal Affairs Committee of the Provincial People's Council comprises 2 Vice Heads, 1 full-time member who is a People's Council delegate, and 11 part-time members. Ms. Phan Thi Phuong and Mr. To Minh Thuan hold the positions of Vice Heads; Mr. Nguyen Van Nghiem is the full-time member.

Mr. Nguyen Van Vu Minh, Member of the Provincial People’s Committee and Director of the Department of Home Affairs, explains delegate opinions regarding the draft Resolution on approving the policy to establish various wards.

The delegates then listened to summaries of Proposals and draft resolutions presented by the Culture and Social Affairs Committee of the Provincial People's Council and the Provincial People’s Committee. The Committees of the Provincial People’s Council presented their verification reports as regulated. Delegates of the Provincial People's Council discussed relevant contents, while the Provincial People’s Committee and departments assimilated and clarified their opinions. Subsequently, delegates reached a high consensus in passing seven important resolutions:

     -  Resolution promulgating the Working Regulations of the 11th Dong Thap Provincial People's Council (2026–2031 term).     
     - Resolution approving the policy to establish the following wards: Thuong Phuoc, Tram Chim, My Tho, Thap Muoi, Lap Vo, An Huu, Cai Be, Binh Phu, Chau Thanh, Vinh Kim, and Go Cong Tay.
     - Resolution passing the adjustments to the Dong Thap Provincial Planning for the 2021–2030 period, with a vision toward 2050.
     - Resolution adjusting and supplementing the 2026 public investment plan in Dong Thap Province.
     - Resolution stipulating contents and tasks for maintenance and urgent handling of dike incidents managed by the locality.
     - Resolution passing the adjustments to the list of projects subject to land recovery in 2025–2026 and supplementing the 2026 list.

     - Resolution stipulating meal support policies for students at the Dong Thap Provincial School for Children with Disabilities.

Delivering the closing speech, Provincial Party Secretary and Chairman of the People’s Council Ngo Chi Cuong directed: To ensure the resolutions are truly effective and enter into practice, the Provincial People's Committee, departments, and localities must urgently implement them through concrete plans and programs with "clear roadmaps, clear tasks, clear responsibilities, clear progress, and clear results." Simultaneously, monitoring and inspection must be enhanced to promptly resolve any arising obstacles.

Regarding the Provincial Planning adjustment for the 2021–2030 period, with a vision toward 2050, after the Council’s approval, the Provincial People’s Committee is requested to quickly complete procedures for early promulgation and public announcement; review related plans to ensure synchronization; and focus on priority projects to serve socio-economic development.

The province must continue focusing on socio-economic development tasks, especially accelerating the disbursement of public investment capital, mobilizing resources, improving the investment and business environment, and ensuring social security. Efforts should also be directed at enhancing state management efficiency, administrative reform, and digital transformation, while maintaining national defense, security, and ensuring social order and safety; caring for the development of culture, education, and healthcare, and improving the people's standard of living.

Notably, focus must be placed on implementing the objectives and tasks under Conclusion No. 18-KL/TW dated April 2, 2026, from the Second Conference of the 14th Party Central Committee. This includes the effective implementation of the National Assembly's Resolution on the 5-year socio-economic development plan for 2026–2030, striving for rapid, sustainable development and double-digit growth in line with the province's actual conditions.

The Boards of the People's Council, delegate groups, and individual delegates are requested to uphold their supervisory roles to ensure resolutions are implemented correctly and effectively. Supervision must lead to clear conclusions, specific responsibilities, and consistent follow-up on recommendations. Delegates are also urged to proactively engage with voters, grasping the legitimate aspirations of the people.

Secretary  Ngo Chi Cuong emphasized: "The success of today's session must be extended through concrete results in practice. Every sector, every level, and every official and civil servant must proactively set to work immediately, without waiting, avoiding, or shifting responsibility. Tasks that have been concluded must be executed quickly; those that are clear must be done at once. Difficult matters must be focused on for resolution, and tasks expected by the People must be prioritized for implementation. Resolutions must be translated into reality Resolutions must enter into life and be transformed into actual works and projects."

It is believed that with the determination and consensus of the entire political system, the Resolutions of the Provincial People's Council will soon be effectively organized and implemented, coming to life and bringing practical results in the coming time. These efforts will not only contribute to solving immediate issues but also create a vital foundation for promoting development and successfully achieving the goals and targets set for 2026 and the entire 2026–2031 term.
